- Description
- NOTICE OF INTENT. The Department of Homeland Security (DHS) intends to solicit and award on a sole source basis a requirement to SAIC, 16701 W. Bernardo Drive, San Diego, CA 92127, to upgrade an SAIC manufactured Pallet Vehicle and Cargo Inspection System (VACIS)to control the pallet orientation remotely from the operator's console. This would improve detection of threat objects. The requirement is to be processed under 41 USC 253(c)(1), only one responsible source and not other supplies or services will satisfy agency requirements. Use of a third party vendor to perform the modification to the equipment would require CBP to negotiate the release of SAIC proprietary data or to obtain a license from SAIC to use their patented design, which is impracticable from both cost and time perspectives.
