- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is advertised as intent to award a Sole Source contract to Santa Barbara Focalplane, a Lockheed Martin Missiles and Fire Control - Orlando Business. This requirement is unrestricted. The NAICS Code for this synopsis/solicitation is 333997 (500 employees). Solicitation/Purchase Request number F1GPL131920300 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-14 effective 23 June 2002. The Government intends to award one contract line item number (CLIN), 1 lot, for an Integrated Detector Dewar Cooler Assembly consisting of a 20 micron 640x512 InSb focal plane array integrated into a hard vacuum dewar, a cooler controller, 1/3 watt split linear cooler and a mating connector for electronic connection. The dewar will be constructed with a three to five micron cold shield and a f/4 cold stop. Delivery FOB destination to Hanscom AFB MA shall be included. The item must be delivered no later than six months after contract award. Deliver to Hanscom AFB, MA 01731. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors- Commercial. Evaluation/Award will be made to the responsible offeror whose offer is considered to represent the best value to the Government considering technical acceptability, past performance, and price. Technical and Past Performance, when combined are significantly more important than price. Offerors are required to submit at least three recent references for evaluation of past performance of same or similar services or items. FAR 52-212-3 Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of this provision with their proposal); FAR 52.212-4- Contract Terms and Conditions-Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, [in paragraphs (b) and (c) the following clauses apply; FAR 52.219-19, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.222-37, and 52.232-33]. Also included are DFARS 252.204-7004, 252.225-7002, and 252.212-7001, [in paragraph (b) the following clause(s) apply: 252.225-7001].
