Description
NASA/HQ has a requirement for one Government employee to attend Stanford University for the Stanford Sloan program. The Stanford Sloan Program is a full-time 10-month academic program leading to a Master of Science in Management for senior managers with eight or more years experience and who have had or soon will be appointed their first general management position. The program includes (1) Core coures designed specially for the Sloan Fellows. The program requires 56 units to graduate, 36 of those earned in the core courses; (2) The opportunity to take up to six electives shared with second-year MBA students and PhD candidates; (3) Refresher information delivered in September 2003 with a series of classes to help in all students update their knowledge of the tools that will be used throughout the program and (4) Interaction with many of the Stanford Business School's world-reowned faculty. In addition to coursework, the Sloan Program includes opportunities to study leaderhip. Each participants will (1) Meet international business executives who visit the Sloan classroom throughout the year to discuss their experiences as part of the ongoing Sloan Leadership Seminar; (2) Meet other leaders during trips taken during breaks in the academic year and an international trip immediately after graduation and (3) Attend leadership seminars where distinguished Stanford facilty give presentation on issues of leadership, power, and politics, and provide insight to the tasks of leaders and leadership styles. This proposed procurement is for services for which the Government intends to solicit and negotiate on a sole source basis with: Stanford University, Graduate School for Business, Room 400, Stanford, California 94305. The applicable NAIC 611310, size standard: $6.0. This requirement is being solicited sole source because the Government employee is currently enrolled in a degree program with Stanford University. The authority permitting other than full and open competition is 10 USC 2304(d)(1)(B) Interested parties may identify their interest and capabilities, by fax on (301) 286-0357 by 4:00 pm on August 4, 2003, or in writing to the Point of Contact. Such capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open market competition basis, based upon responses to this notice is solely within the discretion of the Government. Award of this procurement will be made using Commercial Procedures, FAR Part 12. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
