Description
NASA Glenn Research Center is seeking qualified Small Businesses, Small Disadvantaged Businesses, which also include those that are Women-Owned, HUBZone, and/or 8(a) firms capable of supplying a Topping Heater Unit consisting of a direct-fired high pressure hydrogen burner assembly, a burner ignition detection system, a flameout detection system, a hydrogen control system, a makeup oxygen injection manifold, a makeup oxygen control system, and electronic interface to the facility control system. The topping heater shall be supplied to meet the following criteria: Circumferential Distortion Elements: The maximum intensity level shall be .018 during steady-state operation. The maximum intensity level shall be .036 during transient changes in mass flow and/or set-point of temperature. Steady State Max Output: Temperature shall be 1750 Fahrenheit, at 150 psia pressure and 300 lbm/sec air flow rate. Temperature at inlet to topping heater (non-vitiated) is 835 degrees Fahrenheit. Transient Max Output: Temperature shall be 1750 Fahrenheit, at 150 psia pressure and 300 lbm/sec air flow rate. Temperature at inlet to topping heater (non-vitiated) 350 degrees Fahrenheit. Equipment air flow turn-down ratio shall be 100. Offerors shall submit a capability statement that addresses the above criteria. North American Industry Classification System (NAICS) code for this procurement is 238290. NO SOLICITATION EXISTS; THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released it will be synopsized in FedBizOps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. In order to ascertain the method of procurement for the construction services outlined above, qualified Small Businesses, Small Disadvantaged, HUBZone, Women-Owned Small Business, and/or 8(a) firms are invited to submit their ?CAPABILITY STATEMENT? to the NASA Glenn Research Center. Information to be provided SHALL include, but not limited to, name and address of firm, size of business; average annual revenue for the past 3 years and number of employees; ownership, whether they are Small, Small Disadvantaged, 8(a), HUBZone, and/or Woman-Owned; number of years in business; affiliate information; parent company; joint venture partners; potential teaming partners; prime contractor (if you are interested as a potential subcontractor); list of customers covering the past 3 years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and points of contact addresses and phone numbers). CAPABILITY STATEMENTS SHALL BE NO LONGER THAN 5 PAGES IN LENGTH. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for this requirement. The Government reserves the right to consider small business, HUBZone, or 8(a) set-asides based on responses hereto.
