Description
07/21/2003 - By: Greg A Becker The Government intends to issue Solicitation N65236-03-R-0419 as a sole source commercial item contract to Vaisala, Inc., 100 Commerce Way, Woburn, MA 01801-1068 to furnish and delivery meteorological Upper-Air Sounding Systems with grid-direction overlay capability for Antarctic GPS tracking. Three of these systems are to be delivered beginning in January 2004 through Jun 2004 with the option to purchase two additional systems in the subsequent fiscal years. The items to be procured are: Line Item 0001 MW21-G DIGICORA III Sounding System (Quantity: Base year of 3, with a quantity of 1 in option year I and a quantity of 1 in option year II. Line Item 0001AA Civil to MIL GPS Conversion (Quantity: 0 in base year. Option Year I quantity= 1. Option year II quantity= 1.) Line Item 0002 Spare Parts Kit. The spare parts kit consists of one-each of the field replaceable units that make up the electronics of the DIGICORA III Sounding System. (Quantity: 2 in base year. Option Year I quantity= 1. Option year II quantity= 1.) Line Item 0003 RS92 Radiosonde. (Quantity: 30 in base year. Option Year I quantity= 10. Option year II quantity= 10.) Line Item 0004 Training Service (Quantity: 1 in base year. Option Year I quantity= 1. Option year II quantity= 1.) Line Item 0005 Extended Warranty (Quantity: 4 in base year. Option Year I quantity= 1. Option year II quantity= 1.) Line Item 0006 CONUS Shipping (Quantity: 2 in base year. Option Year I quantity= 1. Option year II quantity= 1.) The salient characteristics are: Balloon-launched GPS upper air meteorological sounding systems that measure standard weather parameters (wind speed/direction, temperature, dew, point/humidity, and barometric pressure height). The system must employ GPS tracking technology. The system software must provide processing, archiving, message generation in WMO and FMH formats, message editing, and data display during accent. The system must be able to provide grid overlay wind direction from extreme latitudes (>80 degrees north or south) for use at the Amundsen-Scott South Pole Station. The desired system must provide displays of Skew-T/Log-P Hodograph and calculations of atmospheric indices. Remote workstation access is required via LAN or Ethernet-to-serial modem connectivity to the receiver/processor. Remote data access, data display, and system management through termination and message generation must be controllable at the workstation location. Workstation software must be compatible with Windows NT Based OS (NT/2000/XP etc). A Firm Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) Supply contract is anticipated. The total estimated value is $333,179 for the Base Year, and $644,360 for all years (including base year). Delivery of the base year items will be specified on individual orders, but is expected to be Feb. 1, 2004. Delivery of Option Items items will be specified on individual orders, typically 120 to 160 days after date of award. The North American Industry Classification System (NAICS) code is 334519 and the size standard is 500 employees. This notice of intent is not a request for competitive proposals.
