- Description
- The Naval Undersea Warfare Center Division Keyport (NUWC Division Keyport) is soliciting for Wireless Services. NUWC Division Keyport intents to award Blanket Purchase Agreements (BPAs) under the terms and conditions of existing General Services Administration (GSA) Federal Supply Schedule (FSS) contracts in accordance with FAR Subpart 8.4. The Government reserves the right to issue one or more BPAs against existing GSA Schedules using best value evaluation procedures or when determined to be in the best interest of the Government independently establish BPAs separate from GSA Schedules. BPAs issued separate from GSA Schedules will be procured under FAR Part 12 commercial acquisition procedures utilizing best value evaluation of offers. The BPAs will be for a period of one year with two one-year options. Offerors will be requested to submit rate plans that provide a complete description of wireless services being proposed, with a description of all digital/analog, and charges, if any, such as, but not limited to, call forwarding, caller ID, 3-way calling, detailed billing, call waiting, voice mail, digital messaging service, free roaming, free long distance, cell phone to cell phone coverage and performance in the required coverage areas. Proposed plans shall clearly describe toll free calling plans, exclusive of roaming charges, and any other offered toll free plans on a regional and/or national basis. Proposed plans will be evaluated based on past history usage. As such, respondents are encouraged to provide a variety of calling plans that would reflect the best value to the government based on past history usage. Wireless services to include Personal Digital Assistants (PDAs) such as Palm, and Blackberry. Additional information will be pro vided in the solicitation document. Inspection and Acceptance at Destination. It is anticipated that the solicitation will be issued by 04 Aug 03. The closing date of the solicitation is anticipated to be 21 Aug 03. When issued, the RFP will be posted electronically via NECO on the NUWC Division Keyport, Acquisition Division website. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from this website and to frequently monitor the site for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to klosem@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the NECO or NUWC Division Keyport website. No bidders list will be maintained by this office. No paper copies of the RFP / amendments will be mailed. Failure to respon d to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same. After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation, (3) manufacturer information of proposed items and (4) ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov/).
