- NA Project consists of construction of a new access control point on Bullion Boulevard consisting of demolition of selected roadway pavements and shoulders, construction of new asphalt and concrete pavements, Visitor Control Center, Gatehouse with covered inspection lanes, active and passive vehicle barrier systems, site utilities, exterior lighting, parking areas and related work. Also included is the construction of new fence along both sides of U.S.31W where it bisects the reservation, closure of the existing gate on Chaffee Ave, construction of choke points around the back perimeter of th e cantonment area to control vehicle entry, and construction of 13 gate upgrades with guardrails and natural barriers to prevent vehicle access. Bid options for additional fencing and communication ductbank are also included. This project is available on c ompact disk only. Project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Rea der. Both readers are contained in the solicitation package. Minimum system requirements are: 486- based personal computer,Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive. AMENDMENTS WILL BE AVAILABLE FROM THE ABOVE WEBSITE BY DOWNLOAD ONLY. The Contracting Officer has opted to conduct a dynamic, anonymous, on-line reverse auction ('auction'). The Corps of Engineers has contracted with FreeMarkets, Inc. ('FreeMarkets') for FreeMarkets to conduct the auction for this solicitation. FreeMarkets r efers to such an auction as a Competitive Bidding Event (CBE). During the CBE, Bidders will provide REVISED AND FINAL pricing through the submission of electronic offers via software that will be provided by FreeMarkets. Firms that intend to submit bids w ith bid bonds must contact Keith Nasse, telephone number: 412-297-8936, email address: knasse@freemarkets.com no later than 7 days prior to bid opening date to register with FreeMarkets. FreeMarkets will explain this process in detail and train each quali fied Bidder prior to the CBE.
