- This is a synopsis for the annual inspections of safety and relief valves to include removal, repair/overhaul, set, test, and reinstallation of valves at Wright-Patterson Air Force Base OH. This commercial service will be procured in accordance with FAR Part 12 as supplemented with additional information included in this notice. Solicitation number F33601-03-R-0045 is a request for proposals (RFP). The RFP will be issued approximately 25 Jul 03. The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-14. Period of Performance is 01 Oct 2003 ? 30 Sep 2004, for the base year. FAR 52.217-9, Option to Extend Term of Contract, applies, as four option periods of one-year each will be included in the award. The associated NAICS is 811310, size standard $6M. Proposed acquisition is for 100% Small Business Set-Aside. A Firm Fixed Price Indefinite Delivery Indefinite Quantity (ID/IQ) type contract is anticipated with 6 line items for the base period and each option period. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition. Solicitation provisions at FAR 52.212-2, Evaluation - Commercial Items, are also incorporated. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: 1) Technical, 2) Past Performance, and 3) Price. Clause 52.212-4, Contract Terms and Conditions, Commercial Items, is hereby incorporated by reference. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items is applicable to this acquisition. The Request for Proposals (RFP), Statement of Work (SOW), Past Performance Questionnaire, and Service Contract Act Wage Determination will be attached approximately 25 Jul 03. NO HARD COPIES WILL BE SENT. The Past Performance Questionnaire is to be sent to three references with instructions to send completed questionnaire to the contract specialist Chris Fitzgerald, 88 ABW/PKSA, 1940 Allbrook Drive, Ste 3, Wright-Patterson AFB OH, 45433-5309, not later than 1:00 P.M. EDT, 15 AUG 2003. A registration page is attached to the web site. If you would like to receive notice of any amendments and/or addendum that may be issued to the solicitation, you may register. If you do not register, it is your responsibility to review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Bids prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. No telephone requests. Facsimile or alternate proposals are not acceptable. Contractor site visit to job site prior to quoting is planned for 29 JUL 03, 9:00 A.M. Please notify Chris Fitzgerald by email, Christine.Fitzgerald@wpafb.af.mil, if you intend to visit the site. Notification must be made by 1:00 P.M. ON 25 JUL 03. The complete package, which includes proposal, offeror representations and certifications, and performance questionnaires, is due 1:00 P.M. EDT ON 15 AUG 2003, and must be submitted to Chris Fitzgerald, 88 ABW/PKSA, 1940 Allbrook Drive, Suite 3, Wright-Patterson AFB, OH 45433-5309.
