Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request for Quote (RFQ). Submit offers on RFQ3031. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern (NAICS-334516). The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a LiquiChip Workstation IS, which is a versatile system that can measure cytokines and other biological molecules from a small sample volume. (1) LiquiChip Workstation IS which includes the following: (2) LiquiChip Reader, a compact bench top analyzer for xMap assays, (3) LiquiChip Microplate Handler, automated loading and processing of samples from standard 96-well microplates, increasing throughput and allowing walk away operation (4) LiquiChip Fluid Module, processing of multiple microplates with no refilling of system-fluid bottles, also monitors system fluid levels ensuring that the instrument does not run dry (5) Bar Code Reader, (6) Computer and TFT Monitor, (7) Operating System, software for complete acquisition, analysis, presentation, storage, and transfer of assay data, (8) 3 year warranty, parts, labor, and yearly preventative maintenance, (9) IS Software, unlimited software copies and free software upgrades while under warranty, (10) Training is to be provided by the company, (11) LiquiChip Calibration Bead Kit, (12) LiquiChip Control Bead Kit, and (13) LiquiChip Mouse 10-Cytokine Kit (100), (14) Company is to provide installation and set-up of the equipment. Quotations should indicate FOB origin or destination. Delivery of this system in Rockville, Maryland will take place thirty to seventy-five days after issuance of the purchase order. The Government will award a fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and specifications required by the lab, as stated in this solicitation, will be considered. Government-designated personnel will address any problems noted directly to the contractor. The procedures that will be used in awarding this contract will be by written quotations or solicitations. The anticipated award date is July 29, 2003. This is a competitive contract action not set-aside for a small business. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Ms. Nerissa Smallwood at (301) 496-2607. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications ? Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT), July 28, 2003 to Nerissa Smallwood.
