Description
The Health Resources and Services Administration (HRSA) intends to negotiate under FAR Part 13 ? SIMPLIFIED ACQUISITIONS PROCEDURES on sole source basis with the EMMES Corporation, 401 North Washington, Suite 700, and Rockville, MD 20850. The NAICS Code is 541618. This acquisition is to address the extent of health insurance coverage for immunosuppressive therapy among private health insurers in a larger scale with approximately 400 participants in the study. EMMES shall submit a proposal using the survey tool already developed and approved by the Office of Management and Budget. Once the results of the pilot study have been submitted to OMB, EMMES shall performed the following tasks: (1) obtain institutional review board (IRB) approval of all p0articipants transplant centers (2) identify the individuals at the pediatric transplants centers to complete the survey (3) submit and collect the survey from these individuals (4) appropriately reimburse the individuals who completed the survey (5) analyze and (6) submit a report to on the results of the data collection and analysis. EMMES has established the database and transplant center networking to be uniquely qualified. EMMES Corporation is a small business that provides statistical, data management and organizationally support to clinics and biomedical scientist in the NAPRTCS and the SPLIT. The NAPRTCS data base collects data on approximately 85% of the 6000-7000 post transplant pediatric kidney patients and the SPLIT data base collects data on approximately 75% of the 1000 post-transplant pediatric liver patients and has information as to whether the patient has private health insurance or public health insurance. EMMES is the only contractor able to coordinate the efforts and all of these pediatric transplant programs and guarantee participation of the centers. Any other organization that attempts to development this type of database would have to replicate their previous accomplishments and develop the infrastructure of a date system before beginning the collection of data to ascertain the extent of drug coverage. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, EMMES Corporation is a responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 (c), (1) as set forth in FAR 6.302-1.
