THIS MODIFICATION IS TO REMOVE THE DUE DATE. WHEN THE FINAL RFP IS ISSUED, THE DUE DATE WILL BE POSTED ALSO. This announcement is the second in a series of announcements for this effort. The first announcement was Special_Notice_R1-03-33_plus_R1-03-34 that announced the Content Analysis services will be directly converted from government performance to contractor performance via contracts. The first announcement was posted on the Federal Business Opportunities website on May 20, 2003. *** This notice is the second announcement about this effort. The Federal Business Opportunity website at http://www.eps.gov/ permits interested vendors to sign up for notification of any future notices. Please sign up for this notification for the interested vendors list for R1-03-33 (Full and Open) or R1-03-34 (Small Business). Any changes to the RFP (including the proposal response date) will be announced on the Federal Business Opportunities website as amendments to R1-03-33, and R1-03-34. ***This notice is a presolicitation announcement for professional services, non-professional services, technical services and administrative support for the performance of content analysis on public responses for Environmental Impact Statements (EIS), Environmental Assessments (EA), and other environmental documentation. Work will be performed for USDA Forest Service clients including land management organizations nationwide and other clients. *** During the next five years (Base contract year with four potential option years), the USDA Forest Service with their nationwide clients will require project completion services, and contractors with the capability to perform complex analysis, for activities involved with the qualitative content analysis of the public responses received on clients? EISs and EAs, prepared under the National Environmental Policy Act of 1969, P.L. 91-90, 42 U.S.C. ? 4321 et seq., (NEPA), and other environmental documentation as required by the NEPA. *** The USDA Forest Service plans to award multiple-award, indefinite delivery/indefinite quantity (IDIQ) contracts for performance of a wide-array of projects. The resultant contracts will be issued as Performance Based Service Contracts in accordance with FAR 37.6 Performance-Based Contracting. The procedures to award these contracts are included in FAR Part 15 and for the small business include applicable portions of FAR Part 19. The USDA Forest Service contemplates awarding a total of three or more contracts consisting of (1) one or more contracts to qualified small business concern(s) under RFP No. R1-03-34 (a small business set-aside competition), and (2) one or more contracts to qualified offerors under RFP No. R1-03-33 (a full and open competition). *** The specific performance requirements for content analysis of public responses in support of NEPA documents or other environmental documentation to be performed under the contracts will be issued in individual task orders from the USDA Forest Service for the Content Analysis Team office located in Salt Lake City, Utah. *** Firms awarded a contract under either RFP will be afforded a fair opportunity to be considered for available task orders in accordance with the procedures for issuing task orders specified in the contract. ***The NAICS Code is 541620 Environmental Consulting Services; and, the small business size standard is $6 million. The USDA Forest Service shall consider proposals from all responsible sources in accordance with the instructions in the RFP R1-03-33 full and open solicitation. The USDA Forest Service shall consider proposals from all responsible, small business concerns in accordance with the instructions in the RFP R1-03-34 small business set-aside solicitation. *** We intend for the next announcement to be a draft request for proposals (RFP). The Draft RFP will be available in the next week or so for comments, questions, and suggestions. The Draft RFP will be posted on the Federal Business Opportunity website at http://www.eps.gov/. There shall be a later follow-on announcement containing the final revised RFP. It will be posted on the Federal Business Opportunity website at http://www.eps.gov/ for formal proposal response by its stated due date. When the final RFP is available, offerors are requested to download the applicable RFP from the Federal Business Opportunities website and to carefully examine the entire RFP and its requirements. The Federal Business Opportunity website at http://www.eps.gov/ permits interested vendors to sign up for notification of any future notices. Please sign up for this notification service as interested vendors (IVL) for R1-03-33 (Full and Open) or R1-03-34 (Small Business). The RFP solicitations will only be available electronically from the Federal Business Opportunity website at http://www.eps.gov/ and hard copies will not be mailed or issued. Your written proposals in response to the applicable RFP will be due Monday, July 28, 2003, by (noon)12:00 PM Mountain Daylight Time (MDT) at the location indicated in the RFP. *** As we issue additional notices or amendments, the revisions for the final solicitations will be available on the Federal Business Opportunity website at http://www.eps.gov/ for each solicitation R1-03-33 (Full and Open) and R1-03-34 (Small Business). *** A preproposal conference is anticipated on June 30, 2003 at Salt Lake City, at the Content Analysis Team office. A resultant comprehensive question and answer document will be available on the Federal Business Opportunity website at http://www.eps.gov/ within 10 days after the pre-proposal conference. Additional information about the preproposal conference will be issued in another notice as we firm up plans. Please note that each RFP Section L.3(c) requests Offerors to complete and fax a completed *Intention to Attend the Preproposal Conference and Notice of Intent to Propose* format to the addressee shown therein not later than noon June 16, 2003. *** Any questions or comments concerning any notices or either RFP should be e-mailed to slangston@fs.fed.us, and the questions should be sent to arrive not later than Monday, June 23, 2003, (noon) 12:00 PM MDT.
