Description
The U.S. COAST GUARD (USCG) has a requirement to acquire training support services in Automated Slow Speed Diesel and Main Steam Propulsion Plants. The contractor shall develop and provide training on the theory, the fundamentals, and operation of Automated Slow Speed Diesel and Main Steam Propulsion Plants. The training shall be given to qualified Coast Guard Marine Inspectors to enhance and develop their knowledge and skills to provide effective and efficient inspections of U.S. Flag Vessels. The development and training shall include review of the diesel engines and theory, fuel injection process and indicator diagram, heat recovery devices, on board fuel treatment for motor vessels, engine governors, fundamentals of process control, and control system sensors; steam system, boilers, and turbine fundamentals, boiler automation, turbine control, and automatic start of vital pumps. Using simulators, the Contractor shall develop practical exercises and hand-on instruction for the students in the course. The contractor shall conduct group ?sail-no sail? scenarios with an ?M? program and classification society representative. It is estimated that (3) three (1) one-week courses of training will occur annually. This course is for training up to (10) ten students per class. The contractor shall furnish all facilities (steam lab), equipment (diesel simulator), materials (handouts, books, etc.), and services necessary to fulfill the requirements of this training and shall provide USCG certification to successful participants upon completion of the course. This contract will be awarded based upon best value to the government and it is anticipated that the contract type will be firm-fixed price with delivery schedule to be ordered via individual task orders as required. Request for Proposal will be issued on Federal Business Opportunities www.eps.gov. The Set-Aside restriction has not been determined on this procurement under NAICS 611699. To be eligible for award, contractor must be registered with the Central Contractor Registration (CCR): www.ccr.dlsc.dla.mil
