Description
The U.S. COAST GUARD (USCG) has a requirement to acquire training support services in Oil Spill Control techniques using the latest industry standards. The course shall be designed to improve upon student?s competencies in managing Spill Response Operations, outline Leadership Roles and shall use Simulated Response Operations to further enhance the student?s capabilities in the oil spill control arena. The development and training shall include contingency planning and response team building, security, use of communication equipment, reporting and documentation of oil spill, contractors involved and other cooperatives, aerial surveillance, damage claims and public relations; all aspects of oil spills such as prevention, movement, containment, restoration, clean up, shoreline protection, on surface water, absorbents and chemical agents; boom and skimmer design. The contractor shall develop practical simulated exercises for the students. It is estimated that (3) three (1) one-week courses of training will occur annually. This course is for training up to (15) fifteen students per class. The contractor shall furnish all facilities, equipment, materials (handouts, books, etc.), and services necessary to fulfill the requirements of this training and shall provide USCG certification to successful participants upon completion of the course. This contract will be awarded based upon best value to the government and it is anticipated that the contract type will be firm-fixed price with delivery schedule to be ordered via individual task orders as required. Request for Proposal will be issued on Federal Business Opportunities www.eps.gov. The Set-Aside restriction has not been determined on this procurement under NAICS 611699. To be eligible for award, contractor must be registered with the Central Contractor Registration (CCR): www.ccr.dlsc.dla.mil
