Description
The United States Government, represented by the U.S. Agency for International Development (USAID) Regional Contracting Office in Budapest, Hungary, intends to issue a Request for Proposals (RFP) for USAID/Serbia to solicit proposals from qualified organizations interested in implementing a project to provide technical assistance to the Ministry of Justice (MOJ) of the Government of the Republic of Serbia (GOS) and to the Commercial Court system. The principal objective of this activity is to support the development of a more dynamic and competitive private sector in Serbia by improving the efficiency and effectiveness of institutions, mechanisms, and processes that are essential to the increased growth of commerce and commercial enterprises. Emphasis will be placed on improving the internal workings of the Commercial Court system. This will include technical assistance to:1) promote legal and regulatory reforms that strengthen the ability of Serbia?s courts to adjudicate commercial and economic cases quickly, efficiently, 2) develop and implement a multi-year strategic vision for improving the overall organizational performance of Serbia?s Commercial Courts that will align operations with EU standards, international best practices, and the needs of a modern, diversified market economy; 3) strengthen the administrative and management capacities of the MOJ, Commercial Courts, and other key GOS implementation partners in core functional areas including strategic planning, resource planning, financial planning and budget development, fiscal and resource management, business process reengineering, data collection and management, court process automation, information technologies management, human resource development, public and media relations; 4) build necessary capacity of key supporting institutions necessary to the efficient and transparent adjudication of commercial and economic cases; 5) promote conditions for sustainable and constructive interaction between the GOS, the private sector, and civil society essential to a well-functioning, modern legal system in the wider European tradition. The period of performance is expected to be 48 months. Accordingly, there will not be a separate attachment to the RFP of a list of interested parties. The RFP is expected to be issued before the end of the current fiscal year and will be distributed through the Federal Business Opportunities website of the General Services Administration. Any amendments to this solicitation will be issued and posted on the website along with the RFP. Offerors are encouraged to check the FedBizOps website (http://www.fedbizopps.gov) periodically.
