Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR PART 12.6 as supplemented with additional information included in this notice. The Request for Quote number is DTCG38-03-Q-410084 and will be available on the ARSC website http://www.uscg.mil/hq/arsc/index.htm along with the entire statement of work and references cited. This action will be processed using simplified acquisition procedures. This Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-14. This requirement is for a 100 percent total small business set-aside. The applicable North American Industry Classification Standard (NAICS) Code is 611699 with a small business size standard of $6M. Statement of Need: This training requirement is to provide personnel assigned to National Strike Force units with hazardous materials response training to meet the requirements of applicable OSHA regulations and national consensus standards. The purpose of this training is to obtain contractor training support services to provide (1) one (4) four week Hazardous Materials Technician training course for up to 45 students that adheres to the California Specialized Training Institute (CSTI) curriculum modules 1A through 1D, or equal, and meets all requirements in 29 CFR 1910.120(q)(6)(iii), NFPA Standards 472 and the NSF Response Member (RM) qualification course objective for Hazardous Materials. The training will be part of the Coast Guard National Strike Force (NSF) indoctrination training for new NSF members. This training shall prepare the strike team members to respond to hazardous material incidents safely. This course of instruction shall comply with the requirements of Chapter 1, Division 2, and Title 19 of the California Code of Regulations, Sections 2510 2560. It shall consist of four consecutive one week classes to take place from 04 August 2003 to 29 August 2003. All four classes shall take place Monday through Friday during normal business hours, 0800 1700. This includes all lectures, exercises and other activities associated with this training. Qualified Personnel: The Contractor shall provide qualified instructors to perform all requirements and within the specified timeframe. All instructors shall be certified by the State of California as a Hazardous Materials Instructor under the authority of California Government Code §8574 and Chapter 1, Division 2, Title 19 of the California Code of Regulations, Section 2530. All instructors shall have at least five years experience as an instructor and shall have experience in responding to hazardous materials releases. All instructors, support personnel and technical assistants shall be familiar with the roles and missions of the National Strike Force. Support personnel and technical assistants provided by the Contractor need not be certified as Hazardous Materials Instructors. Period of Performance: The period of performance for this contract is from 04 29 Aug 2003. Place of Performance: The place of performance under this contract shall be in Novato, CA. near the Pacific Strike Team facility. Government Requirements: The Government shall provide suitable training facilities within reasonable driving distance of the Pacific Strike Team in Novato, CA. This includes a main training room with seating for 45 people and outdoor training areas suitable for conducting the required exercises and activities. Contractor Requirements: The Contractor shall provide training for up to 45 students. The Contractor shall provide all materials, supplies and personnel necessary to perform the required training. This includes all professional, technical and support personnel along with their travel or transportation expenses. It also includes all necessary audio/visual equipment. The Contractor shall provide all supplies and materials required by the applicable State of California regulations to include the following: Printed schedule for each class, student manuals for each class for each participant, completion certificate for each class for each participant (issued by the State of California), all required written and practical examinations, a final roster of participants for each class and all participant evaluations required by the State of California. The Contractor shall make all evaluations available for Government review immediately after the conclusion of each class. Curriculum: The contractor shall provide training in accordance with the California Specialized Training Institute's most current curriculum for Hazardous Materials Technician. The curriculum includes 4(four) weeks of training in the following modules: Basic Chemistry, Applied Chemistry, Incident Considerations, and Tactical Field Operations. Schedule. The contractor shall provide a course schedule in advance to the NSF that includes a weekly overview and a daily agenda for each week of training. The contractor shall provide this schedule 2 weeks prior to each week of training. Instructors: All instructors shall be certified by the State of California as a Hazardous Materials Instructor under the authority of California Government Code §8574 and Chapter 1, Division 2, Title 19 of the California Code of Regulations, Section 2530. All instructors shall have at least five years experience as an instructor and shall have experience in responding to hazardous materials releases. The contractor shall provide a list of instructors to the NSF for approval 2 weeks prior to each week of training. No changes are authorized to the instructor list without prior approval from the NSF course point of contact. The Government shall have final approval authority for all instructors supplied by the Contractor. Discrepancies in wording or failure to submit the certificate will result in delay of acceptance of material and payment of invoice.
