- Description
- NASA/JSC plans to issue a Request for Offers for the Construction of Astronaut Crew Quarters at Johnson Space Center, Houston, TX. JSC will issue a firm fixed price contract. This acquisition will be an Unrestricted Full and Open Competition pursuant to the Small Business Competitiveness Demonstration Program. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. Funds are not currently available; however, it is anticipated funds will be available prior to an anticipated award date on or before 31 October 2003. The period of performance shall be approximately 365 calendar days after Notice to Proceed. The contract will be awarded under the 2002 North American Industrial Classification System (NAICS) Code 236220 with a size standard of $28.5 Million. This NAICS Code is an update of the 1997 Code of 233320. The facility includes 12 bedrooms, a lounge area, kitchen, dining area, a medical exam room, work station room, exercise room, whirlpool area, medical exam room, and support areas. The facility also has specialized lighting in 6 rooms for circadian adaptation of the crew prior to flight. The facility is approximately 12,000 Square Feet gross floor space. Site Preparation, foundation work, landscaping and internal outfitting with cabinetry are involved. The facility must be built to meet Total Building Commissioning Standards as well as be certified as a Basic LEED facility. The magnitude for the procurement is between $1,000,000 and $5,000,000. The anticipated release date of the RFO is on or about 8/8/03 with an anticipated offer closing date on or about 9/2/03. A pre-proposal conference is tentatively scheduled for 8/15/03. Exact location and time will be published in a follow on amendment to this synopsis prior to the scheduled conference. A site visit will be conducted immediately following the conference. Please note that sufficient time should be allowed upon arrival at JSC to facilitate obtaining temporary badges for all interested parties. Also, it is requested that only two persons from each offering company attend the Site Visit due to limited transportation and badging requirements. The firm date for receipt of bids or offers will be stated in the RFO.
