Description
The Internal Revenue Service (IRS) intends to procure services of a contractor to provide software technical support of IRS Rational/IBM proprietary software. All contractors responding to this synopsis shall be certified Rational Gold Partners. Also, each Gold Partner is required to have its staff certified through Rational as being proficient in the support of Rational tools. The proposed contract performance period is a base period of five (5) months, plus a one (1) year option. Scope of work shall consist of but is not limited to the following: 1) maintain the Rational Suite of Tools and Technologies for all projects under the IRS Modernization umbrella; 2) provide technical support, guidance, mentoring and instruction to all projects currently and in the future working under the IRS Modernization umbrella; 3) provide technical support, guidance, and instruction to all projects transitioning to the IRS modernization; 4) provide system administration of Rational tools (ClearCase, ClearQuest, Test Manager, Rose, Requisite Pro, Purify, Quantify, PureCoverage, SoDA) used under the IRS Modification umbrella; 5) provide training as requested to all projects. IRS Modernization has a need for contractor support that encompasses Rational Tool Suite software development, integration, implementation, testing, maintenance, process support, and management reporting and administration. The contractor shall be required to assist with meetings, briefings, task groups, conferences, conference calls, etc. The contractor shall develop and update Task Order Management Plans; submit monthly project status reports and meetings; manage license usage, installation and upgrades; manage rational tool infrastructure; provide maintenance and enhancements to all rational tools and customizations; provide rational tool and technology specific mentoring, troubleshooting and training to all team members; maintain a virtual HELP Desk and Knowledge Base for all rational tool and technology related problems or requests for support on all projects. NOTE: SUBJECT REQUIREMENT IS A SMALL BUSINESS SET-ASIDE. All interested sources may submit statement of interest via e-mail to delphine.bryant@irs.gov. The Request for Proposal is anticipated to be issued on or about August 1, 2003.
