- COMBINED SYNOPSIS/SOLICITATION N00244-03-R-0053 is being issued as a Request for Proposals under full and open competition. The applicable NAICS code is 621512. The small business size standard is $11.5 million. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 14. This requirement is for Transient Symptomatic Event Detection Monitoring Service. Event Monitors shall be provided for patients as needed and internet access for viewing urgent and emergent patient arrythmias shall be provided for cardiologists. The proposed contract will be a firm fixed price contract with a base year and four option years for the Naval Medical Center, San Diego. The proposed period of performance for the base year begins 1 October 2003. IMPORTANT: DFARS 252.204-7004 Central Contractor Registration (CCR) is required. Lack of registration in the CCR will make an offeror ineligible for award. FAR 52.212-1, Instructions to Offerors - This provision contains the guidelines for submission of proposals. FAR 52.212-2 Evaluation of Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (A) technical capability; (B) past performance and (C) price. To determine technical capability, (1) offerors must have a web based management database for posting test results that is accessible to the Naval Medical Center cardiologists; (2) offerors must have test results available within 5-15 minutes of patient events;(3) offerors must have a local representative within the Pacific time zone. Those offers that are determined technically unacceptable will not be further evaluated. For factor B, past performance, provide data on your two most recently completed (not to exceed 3 years since completion) federal government contracts for similar services. If you do not have federal contracts, you may provide state, local or commercial contracts. Provide the contract number, date of contract, point of contact and telephone number. (C) Pricing: offerors must provide current pricing for each Contract Line Item Number (CLIN). Offers that take exception and do not meet the Government's requirement may be determined to be unacceptable and not considered for award.
