Description
Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to negotiate on an other than full and open competitive basis pursuant to FAR 6.302-1, ?Only One Responsible Source?, with Innovative Interfaces, Inc. (III) of Emeryville, CA. The requirement will also be processed pursuant to FAR Part 12, Acquisition of Commercial Items. The requirement is for the acquisition of hardware and software maintenance support for the INNOPAC integrated library system in support of the US Naval Academy, Nimitz Library, Annapolis, MD. The INNOPAC integrated library system operates 24 hours per day, 7 days per week, supporting in-house users during normal library hours as well as users who access over the Naval Academy Data Network via internet (Virtual Private Network). III is the only firm that can provide comprehensive maintenance support for the combination of hardware and software required to operate INNOPAC software. The proposed period of performance consisting of a twelve month base period commencing 01 October 2003 and continuing through 30 September 2004 plus four, twelve month options. The applicable North America Industry Classification System code is 541519. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If a competitive solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation.
