Description
The Bureau of Reclamation, Ephrata Field Office, has been given a mandate that all Reclamation projects must reconcile their land records. To complete this mandate assistance is needed for the preparation of data in support of the Reclamation-wide land inventory and financial reconciliation effort. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented in accordance with the format included in this notice. This announcement constitutes the solicitation: quotes are being requested and a written solicitation will not be issued. The Request for Quotes (RFQ) is being issued as 03SQ1U5360 and quotes are due by July 31, 2003, COB. The RFQ incorporates revisions and clauses in effect through Federal Acquisition Circular 2001-14. This acquisition is a total small business set-aside. The NAICS code is 541191 and the small business size standard is 100 employees. Ability to understand and apply the information found in easements, deeds, land acquisition documents, exchanges, sales contracts, mortgages, deeds of trust, title reports, leases and other pertinent documents. This ability will be needed for using Bureau of Reclamation maps and land files, as well as other pertinent sources, such as county records or archives. Assistance is needed to obtain, verify, and record information on all fee title land and easements currently owned by the Bureau of Reclamation within the Columbia Basin Project. It will be required to utilize Columbia Basin Project land status plats, conveyances, contacts, appraisals, and invoices to determine the acreage of land initially acquired, presently retained, and consideration paid. 2. Work with individuals outside of the Ephrata Field Office to obtain data which cannot be located. 3. Prepare exhibits or maps by hand or with a Geographic Information System to accompany land information. These maps will be used by a Realty Specialist to create parcel information to be used in our inventory. 4. Provide assistance to new Realty Specialists as to location of land records and interpretation of maps, index cards, and land documents. Approximately 25% of the time will be working with others in the office working on similar projects. 5. Assist the Realty Specialists in entering land information into our land database, (Access, Arcview or FIRM) computer for finalization of reconciliation. Organization of Land Records: Through the years, five or six different records-management systems have been initiated, but never completed. In order to complete the reconciliation process expeditiously and ensure that the information we provide is correct, the land records must be organized. Government Furnished Equipment: We will furnish the following equipment: Work space with computer and desk, software programs will include, WORD, Arcview, Access, and Excell. Some supplies such as pens, pencils, and paper will be provided. All information will be entered on Reclamation provided forms. Following are the applicable provisions and contract clauses incorporated by reference: 52.212-1 Instructions to Offerers Commercial Items (Oct 2000); 52.212-2 Evaluation of Commercial Items (Jan 1999); 52.212-3 Offeror Representations and Certifications Commercial Items (June 2003); 52.212-4 Contract Terms and Conditions Commercial Items (Feb 2002); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (June 2003). Note: FAR Provisions 52.212-3 must be completed and returned with your offer. If you need a copy, contact me at 509-754-0205. FAR Provision 52.212-2 indicates this purchase will be based on best value to the Government. We will evaluate quotes based upon the following: 1) Price; 2) Resume of experience, including work similar in scope for other Federal agencies or commercial customers; 3) Past Performance, include three references with name and telephone numbers for other Federal or commercial customers. Experience and past performance are more important than price. FAR clause 52.212-5 paragraph (b) is tailored to incorporate the following clauses: 52.219-8, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.232-34.
