Description
It is the intent of the National Library of Medicine (NLM) to continue professional services under existing Purchase Order No. 467-MZ-300494 with Here?s Life 2020 AD, 6023 Riddle Walk, Alexandria, VA for support for minority training, outreach and planning activities. The contractor shall represent NLM in the planning and implementation of the Region VI HIV/AIDS Awareness and Risk Reduction Project being undertaken by the International Resource Group (IRG) with funding from DHHS Region VI. Specifically, the contractor shall 1) work with IRG to plan programs that include health information awareness and health information access, 2) implement training at the HBCU campuses selected to be involved in the projects, 3) identify opportunities within this project for the involvement of NLM and of training and awareness in the use of HIV/AIDS information resources and other health information resources, 4) assist in identifying potential opportunities to raise awareness of NLM?s electronic health information resources. The NLM determined that Here?s Life 2020 AD is uniquely qualified to perform the above professional services. Julien Owens of Here?s Life 2020 AD has earned a MPH degree and has substantial knowledge and experience with minority outreach work related to health information and information technology. He has worked at NLM as a special expert in the Office of the Director and has worked with many community organizations and minority educational institutions to raise awareness of health information resources. He has carried out training in the use of NLM?s AIDS-related resources as well as other electronic resources, particularly those related to consumer health. He has relationships with the Office of Minority Health, other government agencies, Historically Black Colleges and Universities, and community-based health organizations service minorities. These relationships are important for the outreach activities he is carrying out for NLM as they enable him to help connect community organizations and minority educational institutions with NLM opportunities for funding and training. This service will be procured under FAR Part 13 (Simplified Acquisitions.) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm?s ability to meet the government?s requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice. NLM synopsis No. 03-182/NSD shall be noted on all correspondence to this announcement.
