- Description
- The National Institute of Standards and Technology (NIST) intends to negotitate, on a sole source basis, under the authority of FAR 13.106-1(b), with the Council on Competitiveness, of Washington, DC to acquire Consulting services for the development of performance metrics and criteria for integrated security management for the period of July 25, 2003 through June 30, 2004. Sole source determination is based on their specific, controlled project. NIST comprised key elements that are based specifically on the Malcolm Baldridge National Quality Award program, which is needed in order to create and base their Competitiveness and Security Initiative on. The NAICS is 541990, the size standard is $6.0 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 25, 2003, will be considered by the Govenment. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discertion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See numbered note 26.
