- Description
- The Natural Resources Conservation Service (NRCS) in Des Moines, Iowa is seeking assistance from private sector individuals, firms and entities to assist them in the survey, design, layout, construction inspection, and checkout of Waste Storage Facilities in various counties in Iowa. These Waste Storage Facilities are on private lands and are being constructed as one component of the Farm Security and Rural Investment Act of 2002, commonly referred to as the 2002 Farm Bill. The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and support necessary to provide the services as solicited. The period of performance will be from September 15, 2003 to July 1, 2004. It is estimated that each typical Waste Storage Facility will require approximately one (1) to three (3) staff weeks of assistance to complete. Contracts will likely comprise one Waste Storage Facility. Waste Storage Facilities shall be implemented in accordance with all applicable NRCS policy and criteria which can be found at the following websites: NRCS Field Office Technical Guide, http://efotg.nrcs.usda.gov. All applicable local, state, and federal laws and regulations will be followed. The respondents must demonstrate the ability to become certified Technical Service Providers (TSP) in the category of 'Animal Residual Management' within 30 days of contract award. Successful applicants may be required to provide additional proof of licensing, certification(s), and bonding for contracted activities. Proposals from contractors will be evaluated on technical capability, personnel qualifications, past performance and price. This is a pre-solicitation notice. A separate "Request for Proposal" will be advertised for each of the selected counties or groups of counties in Iowa, as soon as workload areas are identified.
