Description
This requirement is being issued by Bureau of the Public Debt on behalf of the African Development Foundation (ADF). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The ADF, a U.S. Government Agency fostering grassroots participatory development in Africa, is recruiting an individual on a contract basis to serve as the Communications Manager to manage key aspects of its outreach. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 56110 (Office Administration Services) size standard $5.0M. Government cost Estimate: $70,000-$80,000. The period of performance is from October 1, 2003 to September 30, 2004 and with two– twelve month option periods. This position is located at the African Development Foundation (ADF) located in Washington, DC. The Contractor shall manage ADF’s public communications, including creating and implementing a comprehensive communications strategy across audiences and channels, as well as define ADF’s brand and core messages, ensuring consistent and effective positioning in the U.S. and Africa. Contractor shall elevate ADF’s presence and visibility to Congress, other NGOs, donors, and country partners, as well as manage the production of communications tools that can be effectively used by ADF-WDC and by partner foundations (including three-year report, newsletters, brochures, and special reports). Provide communications technical assistance and training to ADF partner foundations as needed, and partner with program leaders to develop, produce, and distribute “best practices” based on demonstrated results. Assume leadership role of ADF website, including content development and overall management. Manage development and production of reports to meet congressional obligations. Prepare articles, speeches, etc. for senior Foundation representatives, and develop and manage departmental budget. Periodic travel to Africa will be necessary. Travel will be funded under separate travel authorization issued by ADF. SALARY AND BENEFITS: Salaries are negotiable in accordance with government regulations based on demonstrated salary history and market comparability of similar positions. Evaluation criteria – Evaluation criteria will be weighted equally. Rating will be completed through a 4-step tier review process. The first tier will be an evaluation based on the following: 1. Bachelors’ degree with 10 years of recent practical experience in a communications/marketing role, corporate experiences a plus. 2. Expert knowledge of and experience in communications project management, writing and editing skills with a portfolio of high-quality projects that were delivered on time and within budget. 3. Experience in developing and maintaining websites and other forms of electronic and print communications. 4. Knowledge of international, grassroots-based community development; experience in Africa preferred. 5. Experience in selecting and managing external communications vendors to include: graphic design firms and web development. 6. Experience in developing and implementing a comprehensive and strategic communications plan. 7. Proven track record in media relations. The second tier will be to request no more than 3 writings samples/portfolios from the top 12 candidates. The writing samples/portfolios should demonstrate the applicants writing ability and style, their knowledge base concerning international development, and their ability to effectively communicate an organization’s mission and accomplishments. The third tier will be conducted once the writing samples/portfolios have been evaluated. In this tier, based on the review of the writing samples/portfolios no more than 8 candidates will be contacted by phone for an interview. The fourth and final tier will be to request personal interviews with the top candidates from the phone interviews. The interview portion will test the applicants’ knowledge base concerning international development and ADF’s work, their background and skill in strategic communications planning and implementation, their media relations’ capability, their verbal communications, their problem-solving ability, and their web experience. Contract award – The African Development Foundation is authorized to enter into personal service contracts under section 506(a)(5) of the African Development Act. Contract award shall be made to the responsible applicant, in conforming to this RFP, who provides an overall best value to the Government; past performance, personnel qualification and cost considered.
