- Amendment 1 providing answers to vendor questions has been posted at http://www.house.gov/cao-opp/currentsol.htm To better meet the performance and learning needs for the U. S. House of Representatives? workforce (Washington, DC and District offices), it is necessary to determine the professional development needs of these employees. The scope of this undertaking is threefold: 1) Determine the technical and behavioral requirements of U. S. House of Representatives? leadership, committees, members, House officers, and other legislative offices (Washington, DC and District offices); 2) Assess the identified requirements and conduct the specific assessment to determine the corresponding professional development needs, to include an assessment of the methods preferred by the offices for receiving information about the professional learning and development opportunities for their personnel; and, 3) Provide specific developmental, training and learning recommendations to develop staff around those areas identified in the professional development needs assessment. These recommendations should also include any specific actions for enhancing the communications processes and vehicles for providing information on professional development opportunities to offices in the format and/or media they desire. The goal is to provide staff with learning and development opportunities, tools, and resources that meet their professional development needs.
