Description
This modification is issued to add Section D, and to remove Section L.1, M.3 and M.4 of the RFP and replace with Section L.1, M.3 and M.4. Add Section D to this solicitation as follows: Section D Technical Exhibit #1 Government-Furnished Property 3 each Chairs 4 each Desks with Cabinets 1 each Credenza 3 each 4 Drawer File Cabinets 2 each Book Shelves 3 each 2 Drawer File Cabinets 2 each Phones 2 each Computers 1 each Printer 1 each Air Conditioner 3 each Phone Jacks 3 each Electrical Outlets - Window Blinds 1 each Clock Add Section L.1 to this solicitation as follows: L.1 BASIS OF AWARD The basis of award shall be based on technical requirements, offeror?s experience and/or qualifications and past performance. If a proposal is determined to be unacceptable, it shall no longer be considered for award. Therefore, it is the Offeror?s responsibility to submit a proposal which complies as inherently possible with the RFP requirements. Offerors are advised that the Government intends to make an award or awards without conducting discussions, therefore, the offers submitted should reflect the Offeror?s technically best proposal. However, the Government reserves the right to conduct discussions if it is determined to be in the Government?s best interest. Add Section M.3 and M.4 to this solicitation as follows: M.3 RATING SCHEME 1. TECHNICAL EVALUATION Technical proposals shall be evaluated on a ?GO? or ?NO GO? basis. The basis for technical acceptability shall be the Offeror?s compliance with all requirements as inherently possible as stated in the RFP. M.4 EVALUATION CRITERIA AND PROPOSAL The Government may award a contract without conducting discussions, therefore, your initial proposal shall conform as inherently possible to meet the RFP requirements. Award will be based on technical requirements of the RFP, the offeror?s experience and/or qualifications, and past performance. The Government may conduct discussion, if determined to be necessary. Offerors shall be notified that unnecessarily elaborate proposals are not desired. This modification is issued to extend the closing solicitation date to 18 July 2003. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 15 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. M00318-03-R-1405 is issued as a Request For Proposals (RFP). The provisions and clauses in the RFP are those in effect through FAC 97-27. The Regional Contracting Department, Marine Corps Base, Kaneohe Bay, Hawaii intends on negotiating a "no cost" one year base contract with annual renewal options for up to five years. The item is as follows: This contract provides for the Publisher to publish a weekly newspaper to be known as the "Hawaii Marine," a civilian enterprise newspaper published to provide news and command information to personnel of the Marine Corps Base Hawaii and its satellite activities, as defined in this contract. The purpose is to provide the Commanding General a primary means of communicating mission essential information to members of the command and their families, as well as civilian workers aboard the installations. This publicaiton is subject to the requirement of Secretary of the Navy Instruction 5720.44A, Department of Defense Instruction 5120.4 and to the conditions and agreements as contained herein. The SIC and the small business standard size for this procurement is 511110 and 500 employees respectively. All responsible sources may sumit an offer. All contractors submitting a proposal are reminded that you must be registered in the Central Contractor Registration database to be considered for award. The website for CCR is http://www.ccr2000.com/. All qualified responsible business sources may submit a proposal, which shall be considered by the agency. Quoters are encouraged to use the Standard Form DD1155 "Order For Supplies or Services" form found at http://www.gsa.gov/forms/pdf_file and submit a proposal. The Government will award a contract resulting from this solicition to the most technically acceptable offer utilizing the source selection board and/or criteria. Technical offers shall be submitted no later than 1200 hours on 15 July 2003. The following provision(s)apply to the acquisition. The contracting activity, Marine Corps Base, Hawaii (MCBH), will process agency protests in accordance with the requirements set forth in FAR 33.103(d). Pursuant to FAR 33.103(d)(4), agency protest may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Regional Contracting Department of the Marine Corps Base Hawaii. Offerors should note this review of the Contracting Officer's decision will not extend GAO'S timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action. Proposals must be received no later than July 15, 2003 12:00pm., HST.
