Description
NAVAIR Orlando Training Systems Division (TSD) intends to award a sole source contract to The Nida Corporation, located at 300 S. John Rodes Blvd, Melbourne, FL 32904, for the purchase of standardized classroom instruction of prototype curricula. The Naval Education and Training Center (NETC), Naval Personnel Development Command (NPDC) has a requirement for the development and delivery of standardized classroom instruction prototype curricula in the field of Electricity, Electronics Communication and Radar (EEC&R). The standards and curricula for these prototype courses shall be based upon the results of a front-end analysis (FEA) currently being conducted with the Nida Corporation and conducted upon the electronics equipment of which the Nida Corporation is the Original Equipment Manufacturer (OEM). This effort requires in-depth knowledge of the FEA, the ability to apply the results of the FEA to the standardization of the prototype curricula. This effort also requires an in-depth knowledge of the electronics equipment currently in place, as well as the new equipment required by the FEA. Pursuing award through competition would result in substantial duplication of costs that the Government would not recover through the competitive process and would also result in unacceptable delays in fulfilling NPDCs mission requirements. This prototyping effort is expected to have a 15-month period of performance. Following the proof of concept resultant from this prototyping effort, the Government intends to pursue full and open competition for the continued instruction of the prototyped curricula. This is not a request for quotation, nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored or acknowledged. This contract modification will be negotiated on a sole source basis under the authority of FAR 6.302-1. NAVAIR Orlando Training Systems Division (TSD) intends to enter into negotiations with the Nida Corporation in ten (10) business days after publication of this notice.
