Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The Department of the Interior, Minerals Management Service (MMS), intends to competitively award Task Orders with one or more contractors to meet specific objectives of the study entitled Continuation of Arctic Nearshore Impact Monitoring In Development Area? (cANIMIDA). The MMS encourages teaming of contractors for this procurement, but does not require that an Offeror bid on all Task Orders. The study ?Continuation of Arctic Nearshore Impact Monitoring in Development Area? (cANIMIDA) will continue monitoring impacts associated with production of oil from the Northstar Unit and any other development activities in the nearshore portion of the Outer Continental Shelf (OCS) in the Beaufort Sea. The cANIMIDA will 1) provide a basis of continuity and consistency in evaluation of potential impacts and 2) have the flexibility to incorporate new monitoring issues for any upcoming development and production in this study area. ESTIMATED LEVEL OF EFFORT: The government estimates a period of performance for this contract will be 2003-2008 and a cost range up to $3,500,000 covering all Tasks. Ranges for each individual tasks over the period of performance are as follows: Task 1 $1M-$1.2M; Task 2 $450,000-$500,000; Task 3 $250,000-$300,000; Task 4 $180,000-$210,000; Task 5 $450,000-$500,000; Task 6 $400,000-$450,000 and Task 7 $120,000-$150,000. A Core Contractor (Task 1) will be awarded in fiscal year (FY) 2003 and the science Tasks in FY 2004, prior to the summer 2004 field season. BACKGROUND: In response to interagency reviews of related EIS?s and development and production plans for Northstar and Liberty Units, MMS initiated the ANIMIDA Phase I and ANIMIDA Phase II Programs as a long-term monitoring of potential impacts of Northstar and Liberty. Northstar proceeded to development and is now producing. No decision has yet been made to develop Liberty. ANIMIDA Phase II of the program is built on the Phase I results (OCS Study MMS 2001-104) and will be producing final reports in early FY 2004. Interim 2002 and (draft) 2003 reports covering Phase II are available on a CD-ROM for the ANIMIDA science task orders (TO?s) through the Contracting Officer (CO). The ANIMIDA Phase II science TO?s are: Hydrocarbon and Metal Characterization of Sediments, Bivalves and Amphipods in the ANIMIDA Study Area; Annual Assessment of Subsistence Whaling Near Cross Island; Sources, Concentrations, and Dispersion Pathways for Suspended Sediment in Areas in Oil and Gas Development along the Coastal Beaufort Sea; Monitoring the Boulder Patch as Part of the Arctic Nearshore Impact Monitoring in the Development Area (ANIMIDA) Program; Partitioning of Potential Contaminants between Dissolved and Particulate Phases in Waters of the Coastal Beaufort Sea; and Baseline Characterization of Anthropogenic Contaminants in Biota Associated with the Alaska OCS Liberty and Northstar Oil and Gas Production Unites in the Nearshore Beaufort Sea. SCOPE OF WORK: Proposed cANIMIDA task orders follow. Procurement of all of these tasks or task objectives will be dependent the availability of funds. TASK ORDER 001: "The continuation of Arctic Nearshore Impact Monitoring in the Development Area (cANIMIDA) Program ? Core Contractor Program Management, Logistics, Database, and Reporting.? provides overall project coordination and management role reporting to MMS Contracting Officer?s Technical Representative (COTR); field logistics including captain for MMS Launch 1273; develops cANIMIDA database design and analysis tools, imports forms and metadata source file and integrates with the MMS CORIS database; prepares annual cANIMIDA Synthesis Report for the overall cANIMIDA program, draft Final and revised Final Synthesis Report and Technical Summary; and submits summary paper to a peer-reviewed journal. Task Order 002: "Hydrocarbon and Metal Characterization of Sediments in the cANIMIDA Study Area" in summer 2004, repeats the field monitoring of sediment chemistry program conducted in 1999, 2000, and 2002 for ANIMIDA, focusing on potential impacts from the Northstar and potential Liberty development and Bivalve and amphipod samples will be collected at sediment stations for cANIMIDA Task Order 5. In 2005, 2006, and 2007, similar effort will be extended in similar or alternative summer sampling efforts, depending on level and location of development activities. Perform organic and inorganic chemical analyses, verify their consistency with previous measurements and thereby their capability of determining any observed incremental impacts. Task Order 003: "Sources, Concentrations, and Dispersion Pathways for Suspended Sediment in the cANIMIDA Study Area? further delineates and quantifies the offshore dispersion of river runoff and suspended sediments during the spring melt; traces the dispersion of suspended sediments into deeper, outer shelf water; continues to refine sourcing and marker techniques for suspended sediments in the cANIMIDA Study Area; expands the chemical analyses of suspended sediments to include hydrocarbon composition; and investigates the contribution of shoreline erosion to suspended sediment load and composition. Task Order 004: "Partitioning of Potential Contaminants between Dissolved and Particulate Phases in the cANIMIDA Study Area? continues to delineate trace element distribution by water mass type from rivers to offshore, full salinity water; determines the reactions/mixing during freshwater/seawater mixing; and better defines the adsorption/desorption of petroleum hydrocarbons and selected metals under ice, in water with low total suspended solids (TSS), and in the well-stratified waters after spring melt. Task Order 005: "Integrated Biomonitoring and Bioaccumulation of Contaminants in the cANIMIDA Study Area? refines conceptual model of contaminant uptake, bioaccumulation, and trophic interaction in cANIMIDA biota; examine the uptake of dissolved contaminants into the food chain; and measures bioaccumulation in selected species, determining petroleum hydrocarbons (PAHs) and metals, CYP1A induction (P-450), and bile fluorescing aromatic compounds, where appropriate; coordinate amphipod and bivalve sampling and analyses with Task Order 2 sediment program; and continues ANIMIDA deployments and analyses of SPMDs and caged bivalves. Task Order 006: "Monitoring the ?Boulder Patch?, as part of the cANIMIDA Program, measures kelp production and biomass; continues monitoring spatial and vertical distribution of measures of total suspended solids; and monitors diversity of the benthic community in the Boulder Patch. Task Order 007: "Continuation of Annual Assessment of Subsistence Bowhead Whaling Near Cross Island as Part of the cANIMIDA Program." continues the Annual Assessment of Subsistence Bowhead Whaling Near Cross Island started by ANIMIDA Task Order 4. Following the last field season, compare and summarize significant results from the 2001-2007 annual ANIMIDA/cANIMIDA reports on Cross Island Whaling. HOW TO RESPOND: In order to compete for these requirements, interested parties MUST demonstrate that they are qualified to perform the work by providing, an individual capability statement for each task (1-7) that the offeror wishes to be considered by 4:00 P.M. EST, Wednesday, August 6, 2003, detailing: (1) the Task Order(s) for which the Offeror is requesting qualification, (2) your key personnel (those who would have primary responsibility for performing and/or managing the task order(s) with their qualifications and specific experience; Key personnel for Task Order 001 will need to demonstrate knowledge and skills related to conducting and managing major multi-disciplinary coastal marine science projects of scope similar to cANIMIDA, data management, Prudhoe Bay/Deadhorse-based marine field logistics, and captaining of small research vessels such as MMS Launch 1273 in the nearshore coastal Beaufort Sea. Key personnel for Task Orders 002, 003, 004, and 005 will need to demonstrate the appropriate coastal Beaufort Sea oceanographic and environmental chemical skills and knowledge to accomplish Task Order objectives. Offerors for these Task Orders will need to demonstrate ability to perform high quality chemical analyses, compatible with those of ANIMIDA. Offerors for Task Orders 002, 003, and 005 shall provide information and ratings from their most recent participation in NIST/NOAA (organics, hydrocarbons) or international interlaboratory calibration (trace metals) exercises. Key personnel for Task Order 005 shall also have the appropriate experience and knowledge of bioaccumulation and biomarkers in marine biota. Key personnel for Task Order 006 shall demonstrate appropriate knowledge, skills, and experience in the ?Boulder Patch? biology. Key Personnel for Task Order 007 shall demonstrate their experience and knowledge of Alaska North Slope subsistence whaling and their acceptability to Nuiqsut Whaling Association/crews. (3) your organizational experience and facilities; and (4) specific references (including contract number & project description, period of performance, dollar amount, client identification with the point of contact & telephone number & E-mail address a) for previous work of this nature that your key personnel or organization has performed within the last four years (references will be checked). If you believe the Government will find derogatory information as a result of checking your past performance record, please provide an explanation and any remedial action taken by your company to address the problem. FOLLOWING REVIEW OF ALL CAPABILITIES STATEMENTS, we will establish a list of those offerors MMS has evaluated as most qualified to perform individual Task Orders. All offerors will be informed of the results of the evaluation, including an assessment of their strengths and weaknesses. A written request for proposal (RFP) will then be forwarded to those offerors deemed most qualified for Task 001 (Core Contractor) instructing them on the written portion of their proposals and the oral presentation requirements. Task Order 001 will be awarded to those offerors deemed most qualified in FY 2003. Task Orders 002-006 capability statements will be evaluated and an RFP will be forward to qualified offerors in early FY04. Your Capabilities Statement will be evaluated based on your key personnel skills, abilities and experience; your organization's experience and past performance (including number, size, and complexity of similar projects, adherence to schedules and budgets, effectiveness of program management, willingness to cooperate when difficulties arise, general compliance with the terms of the contracts, and acceptability of delivered products.)
