Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12. Acquisition of Commerical items, as supplemented with additional information included in this notice. An award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The announcement constitutes the only solicitation that will be issued. The solicitation No. 401813Q119, is issued as a Request for Quotation (RFQ), with incorporated provisions and clauses in effect through Federal Acquisition Circular 2001-13. The U.S. Fish and Wildlife Service requires services of a contractor to furnish and tailgate spread 37,500 tons of crushed SB-2 granite for the Upper Ouachita National Wildlife Refuge, Farmerville, LA 7124. Contact Helen Mitchell, 404-679-7231 for Vicinity Maps. The crushed granite will need to be tail gate spread to a minimum thickness of 6" and be hauled at a minimium rate of 30 loads per day. A firm fixed price order will be issued with a performance period of August 15, 2003 through Sept 30, 2004. If the gravel can not be delivered due to weather conditions, the contract will be modified to extend the period of performance. It is the Government's intent to order all the gravel during August through September if weather permits. Tthere are State certified scales in the area and weight tickets are required for each delivery. All participating trucks are required to use tail gate chains to control material flow. Any truck that arrives on site without chains will be turned away at the contractor's expense and no credit will be given for the tons of material delivered. Deliveries will be made on an all or none basis. If the contractor cannot meet the minimum loads per day for any given day during the project period, the contractor will contact the refuge supervisor a day in advance to reschedule. No partial days will be accepted. Gravel hauling will not occur during periods of heavy rainfall. Delivery times will be between 6:30 a.m. and 5:00 p.m. unless an alternate schedule is approved by the refuge manager Brett Hunter, (318)726-4400. NAICS: 212312, Size Standard: 500 employees. The following provisions and clauses are hereby incorporated into this RFQ by reference, (full text of the clauses may be accessed electronically at www.arnet.gov/far/. FAR 52.212-1, Instruction to Offerors - Commercial Items: FAR 52-212-3, Evaluation Commercial Items (see below for evaluation factors), FAR 52-213-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items: (in paragraph (b) check - 1, 5, 11, 12, 13, 14, 15, 18, 24), paragraph (c) check 1, 2, 4, . FAR 52.211-16 Variation in Quantity. No addenda apply to these provisions and clauses. Vendors wishing to respond to this solicitation shall provide this office with the following: a price quote on company letterhead for the requested 37,500 Ton - unit price per ton). Quoters shall provide a listing of major contracts completed in the last 3 years for similiar work (include project name/identification, contract name and telephone number). Potential quoters shall also include a completed copy of provision FAR 213-3, Offeror Representations and Certifications Commercial Items, with their quote. The Government will award contract to the responsible offeror whose offer conforming to the solicitation is most advantageous to the Government, price and past performance considered. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This synopsis/solicitation will be issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may make your offer nonresponsive and result in the rejection of same.
