- Description: The Bureau of Reclamation intends to negotiate on a sole source basis with MGS Engineering Consultants, Inc., 7326 Boston Harbor Road NE, Olympia, WA, 98506 for the following: The contractor should (1) examine proposed rule curves for Folsom Dam operations to increase flood control for Sacramento, California, (2) modify the Stochastic Event Flood Model (SEFM) to incorporate the Corps of Engineers HEC-HMS flood hydrology model (3) modify SEFM to add the snow compaction and snowmelt runoff procedures developed by Reclamation, (4) replace the interflow unit graphs with a linear reservoir routine, (5) increase the number of sub-basins and zones for elevation, precipitation, and soils in SEFM, and (6) revise the SEFM Users Manual. Any firm that believes it can furnish the services described above are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's business size [e.g. small business, other than small business] in accordance with the size standard: 500 employees, for North American Industry Classification System (NAICS) Code 541330.
