Description
This is a Sources Sought Notice requesting information needed by the Government prior to the release of any potential solicitation. Please read this entire synopsis. Interested parties responding to this synopsis should identify their response under LAQ031065, Facilities and Recreation Maintenance. This is not a request for proposal and in no way obligates the Government to award a contract. The U. S. Department of the Interior (DOI), Bureau of Land Management (BLM), Alaska Fire Service (AFS) is seeking sources capable of providing a wide array of facility maintenance support services at its Alaska Fire Center. AFS is a tenant of Fort Wainwright Air Force Base, Fairbanks, Alaska. BLM intends to perform a cost comparison, pursuant to OMB circular A-76 and the BLM Competitive Sourcing 2003 Express Review Guide in order to determine the most cost-effective service provider. Accordingly, a contract may or may not be made in accordance with OMB Circular A-76 and all other applicable DOI and Government acquisition regulations. The requirement falls under NAICS code 561210 Facilities Support Services. General Information: AFS facility maintenance requirements include duties in the northern half of the state of Alaska for the Alaska Fire Service and the BLM Northern Field Office. This includes facilities within the City of Fairbanks and Fort Wainwright. The Northern Field Office building is a steel frame and concrete block office building. There are 48 facilities used by the Alaska Fire Service located at Fort Wainwright. These facilities include steel framed buildings with complete electrical, plumbing, waste, heating, ventilation, air conditioning with direct digital controls, fire alarms, and sprinklers. There are also three wood framed barracks and a mess hall. There are three remote fire fighting field stations located in Fort Yukon, Tanana, and Galena. The following facilities are only accessible by air for transportation of maintenance and materials: Galena, Fort Yukon, Tanana, Kotzebue, and Nome. The Northern Field Office also has recreation and administration sites which are accessible by road. These would include Central, Tok, Chicken and Eagle, and administration and recreation sites along the pipeline access road (Dalton Highway). These include Coldfoot, 7-Mile, Marion Creek and various recreational sites along the highway. There are recreation cabins accessible by snowmachine or 4-wheelers in the Steese/White Mountain Recreational Area. Facilities maintenance includes major and minor repairs associated with facilities such as painting, roofing repairs, carpentry, plumbing, concrete pouring and repair, installing floor coverings, simple welding projects, masonry work, and laying concrete pads for ramadas, sheds, and ramps. Seasonal maintenance involves snow removal of parking areas, roads and pedestrian walkways in the winter and grounds maintenance in the summer at the AFS Fort Wainwright site and the Northern Field Office. Maintenance of recreation sites includes developed and undeveloped sites such as campgrounds, trailheads, and trails and involves inspection, cleaning and repairing of fire grills, picnic tables, signs and restrooms. Maintenance also includes site reviews, obtaining clearances and permits, conducting survey and design tasks and performing maintenance of the physical site including interpretative displays. Annual and deferred maintenance are also performed. ALL INTERESTED PARTIES MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT WILL NOT BE ACCEPTED. NO SOLICITATION EXISTS AT THIS TIME.
