- NA The U.S. Army Aviation and Missile Command (AMCOM) announces plans to establish the Expedited Professional & Engineering Support Services (EXPRESS) program. EXPRESS will replace the Omnibus 2000 (O2K) program currently providing advisory and assistance se rvices to AMCOM and its customers. EXPRESS will be established based upon the use of Blanket Purchase Agreements (BPAs) with Federal Supply Schedule (FSS) contractors in accordance with Federal Acquisition Regulation (FAR) 8.404(b)(4). To establish a log ical basis for ordering services, it is anticipated that multiple domains will be defined within the EXPRESS model. When available, further information will be posted for review on the EXPRESS web-site located at https://wwwproc.redstone.army.mil/acquisit ion/omnibus2/. It is anticipated that the following schedules will apply to the EXPRESS program: 871 Professional Engineering Services (PES); 874V Logistics Worldwide (LOGWORLD); 874 Management, Organizational and Business Improvement Services (MOBIS); 7 0 Information Technology (IT) Services and Support; and Corporate Schedule with applicable SINs from PES, LOGWORLD, MOBIS, or IT. Prime Contractors/Team Leaders must hold at least one of the applicable schedules. It is anticipated that a Request for Info rmation (RFI) to survey the commercial services market for contractors with an interest in supporting AMCOM as a prime contractor/team leader will be released in November 2003.
