Description
NA Upgrade Base Force Protection and Infrastructure at the 174th Fighter Wing, Hancock Field, Syracuse, NY. Work under this project includes, but is not limited to the contractor providing all material, labor, supervision and means required to complete the w ork in accordance with plans and specifications provided by the Government. The work under this project generally consists of site work inclusive of road and parking reconfiguration, drainage improvements, fencing, and electrical improvements. Constructi on performance period is 380 calendar days after acknowledgement of Notice to Proceed. The dollar magnitude of this project is estimated at between 5 and 10 million dollars. A bid bond in the amount of 20% of the total bid price is required. Performance and Payment bonds in the amount of 100% will be required of the successful bidder. The construction progress and all other critical elements of work shall be closely coordinated with the Base Civil Engineer. The bid opening date is scheduled for 10 Sept ember 2003 at 1:30 local time. An organized site visit is scheduled for 13 and 20 August 2003 at 10:00 A.M. local time. Th e scheduled issue date for plans and specifications for this project is 31 July 2003. Plans and specifications will be issued on CD-ROM only; no paper copies will be distributed. Interested firms may request bid documents by written request to: USPFO-NY, ATTN: MNPF-PC, 330 Old Niskayuna Road, Latham, NY 12110-2224. All requests for bid documents must be made on company letterhead and shall include the firm name, address, telephone and facsimile number and point of contact accompanied by a certified check , bank draft or money order in the amount of $50.00 made payable to the U.S. Treasury. Each firm requesting bid documents should also indicate their respective business size (SDB, Women Owned, Small, HUBZone or Large). The document charge is non-refundab le, uncertified company checks will not be accepted and returned without action. The NAICS Code applicable to this solicitation is 236220 with a small business size standard of $28,500,000. The solicitation is unrestricted; all interested parties may sub mit a bid, which shall be considered. A small business subcontracting plan will be required if a large business is determined to be the low bidder and receives the award. This solicitation is being issued pursuant to the Small Business Competitiveness De monstration Act and as such will contain FAR Clause 52.219-4, titled Notice of Price Evaluation Preference For HUBZone Small Business Concerns.
