Description

NA The US Army War College, Strategic Studies Institute, intends to award a sole source, cost sharing contract to the Belfer Center for Science and International Affairs, Kennedy School of Government, Harvard University. The Competition in Contracting Act ex ception at 10 U.S.C. 2304(c)(1) will be used, unless other sources can be identified capable of satisfying the following research requirement on a competitive basis. The Army intends to use co-sponsor conference methods, specifically, presentation of co mmissioned academic papers by external Army scholars. The title of the conference is (Security Transformation II). This conference will address the issue of the status of Defense Transformation and the issue of the status of Defense Transformation and th e impact on US national security and security policy. A comprehensive conference brief, selected papers and subsequent monographs may be published jointly by Harvard and the US Army War College and distributed on an unclassified basis. The sources for pa pers and agenda will be determined by mutual agreement between Harvard and the US Army War College. The Army will provide not to exceed $40,000 to be used exclusively for travel/fees of scholars, venue fees, materials and some administrative labor costs. Harvard or other co-sponsors will provide remaining funds or value of services. Other costs may be offset by audience conference fees. All firms, academic institutions, or interested parties are encouraged to respond describing both, the conference admi nistration capabilities and the ability to perform the above research work on this specific topic title. Responses must address both conference administration and the research to be evaluated.
