Description
This is a solicitation for commercial items prepared in accordance with the subparts in Federal Acquisition Regulation 12 and 15 and Veterans Administration Acquisition Regulations as supplemented with additional information included in this notice. Solicitation number 673-81-03 applies and is issued as a request for proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The North American Industry Classification Systems (NAICS) code is 421450 at100 employees. The VAMC Tampa, FL intends to issue a Request for Proposal for a VICON 460, brand name or equal, Motion Measurement System. The system is to be used to record and analyze 3-dimensional (3-D) movements and the forces associated with those movements. Anticipate heavy use of the system for a large number of research projects across a variety of disciplines, including: biomechanics, human factors, and ergonomics. Accuracy, efficiency, and flexibility are therefore critical components of this system. The government's requirement is to meet its research needs and its capability needs of being able to collaborate on mutual research projects between the University of South Florida and other VA Medical Centers using existing VICON 612 and 460 systems. Proposals offering other than a VICON 460 must submit a separate Technical Proposal with their offer for evaluation purposes or the offer will be determined non-responsive and rejected. All proposals are to be submitted by hard copy to the designated office by COB July 25, 2003. ELECTRONIC VERSIONS OF PROPOSALS ARE NOT ACCEPTABLE. Electronic version and hard copy of solicitation will be available July 14, 2003. Electronic solicitation may be obtained FREE at the following URL: http://www.va.gov/oa&mm/busopp/sols.htm. Any amendments or additional information issued to this solicitation will also be available electronically at the URL address. Offerors are responsible for obtaining any and all amendments or additional information. Requests for hard copy solicitation must be in writing. No telephone requests will be accepted.
