- Description
- The Substance Abuse and Mental Health Services Administration (DHHS), through the Program Support Center, intends to negotiate a sole-source award with the Virginia Primary Care Association, INC. Richmond, VA. Purpose: Objective: The objective of this is to complete the work initiated by the Virginia Primary Care Association under the HRSA/SAMHSA Mental and Behavioral Health Summit Initiative. This initiative, originally planned for multiple years, was prematurely discontinued. Virginia had not yet completed the actions necessary for fully developing technical assistance materials and identifying and implementing a set of strategies for increasing the integration of physical and behavioral health within these community health settings. The specialized behavioral health focus of this initiative was the introduction and continued support of screening and brief intervention for persons with substance use problems. One part of this initiative involved the Virginia Community Health Centers, which serve distinct portions of the State, as well as distinct segments of the Virginia population. The report, ?Shortages of Mental Health Professionals in Virginia?, documents that many areas of Virginia, especially rural areas, continue to suffer from inadequate access to specialty behavioral services. While this lack of access to specialty behavioral services cannot be compensated for in its entirety, given adequate technical assistance resources, primary care clinics, especially those in rural areas may be able to provide some appropriate behavioral health services, including screening and brief intervention. In health care, screening refers to a process designed to identify people who have or are at risk of having an illness or disorder. The purpose of screening is to target persons for treatment, so as to reduce the long-term morbidity and mortality related to the condition. In addition, by intervening early and raising the individual?s concern about the risk factors and substance related problems, it is expected that screening for drug and alcohol problems in community settings, can itself, reduce subsequent use. In addition, some types of clinical approaches to patients, for example, Brief Intervention, may also be appropriately delivered within the primary care setting by trained staff. A variety of models for Brief Intervention exist, ranging from relatively unstructured advice giving to counseling and formalized feedback. No Screening and Brief Intervention models have been specifically designed for use within Community Health Clinics (CHC), for the staffing at such clinics or for use with a relatively poor and significantly rural population. For successful implementation to occur, technical assistance materials need to be developed that are customized and appropriate to the specific audience(s). In addition, strategies for dissemination and engagement of the Virginia CHC?s and CHC staff in the process must occur if the introduction of screening and brief intervention for substance use problems is to succeed. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
