Description
The Environmental Technology Laboratory (ETL) at the National Oceanic and Atmospheric Administration (NOAA) is engaged in the development of a wideband airborne passive radiometric and active radar imaging system (PSR) for airborne observations. NOAA/ETL is soliciting bids for fabrication of five PSR scan head structures. These are for airborne operations and fabrication must use certified aircraft quality materials and construction techniques, including dimpling of thick sheet metal walls. This fabrication must also be performed in close collaboration with NOAA/ETL expert engineers and scientists, who designed the existing PSR systems and who are designing future PSR systems that will use the new scanheads. This close collaboration is required in order to ensure that the numerous scan heads are interchangeable with the different positioners and aircraft support structures. NOAA/ETL will procure all necessary materials and supplies for fabrication. The fabrication shop must be certified for fabricating structures to required aircraft specifications, both civilian and military. The shop must be able to work with a 3-dimensional model of the scan head and not need a complete set of engineering drawings. The award decision will be based upon the best value to the government, with technical merit and past performance being more important than price. The anticipated release date of the bid package is August 5, 2003 with an anticipated receipt of quotation date of August 15, 2003. This announcement is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000).
