Description
The National Oceanic and Atmospheric Administration (NOAA), Environmental Technology Laboratory (ETL) Microwave System Development Division is in the process of building a new radiometer system. We are soliciting bids on a 183 Ghz radiometer receiver. Bids should be for quantities of 1 to 3 units. Bids are requested for the fabrication and delivery of 183.310 Ghz linearly-polarized single-conversion double-sideband superheterodyne receivers for radiometer applications with the following specifications: (1) minimum IF bandwidth from 500 MHz to 12 Ghz, desirable IF bandwidth down to 150 MHz and up to 19 GHz; (2) planar beam-lead Schottky mixer diodes; (3) operating temperature range ?40 to 40 degrees C; (4) maximum RF center frequency drift less than +/-30 MHz over temperature range, and desirable drift less than +/-10 MHz; (5) corrugated feedhorn with 23 degree 3-dB beam pattern; (6) maximum DSB noise figure <10 dB, desirable DSB NF <8 dB, with matched IF amplifier of at least 10 dB gain; (7) optional harmonic LO downconverter for LO frequency determination. Delivery is required within 120 days ARO. Technical contact is Brad W. Orr, phone 303-497-5152; email: brad.w.orr@noaa.gov A written capability statement and quote must be received via fax or email on or before August 8, 2003. The award decision will be based upon the best value to the Government, with technical merit and past performance being more important than price. This procurement is being conducted per FAR Part 13, Simplified Acquisitions Procedures (under $100,000). FAR Clauses in full test are at http://www.ARNET.gov/far/ Terms and Conditions and agency level protest procedures can be found on web site http://oamweb.osec.doc.gov/conops/#REFERENCE
