Description
The U.S. Department of Commerce, NOAA has a requirement for a charter vessel with crew, equipment, etc. to support NOAA/National Marine Fisheries Service, Northeast Fisheries Science Center Ecosystems Monitoring in conducting general oceanography and fishery related research operations in the western North Atlantic Ocean waters of the Gulf of Maine and Georges Banks. Performance period will be 10 calendar days with a start date on or about August 19, 2003 and an approximate end date of August 28, 2003 with an option for one - two additional days. The point of mobilization and demob will be at Woods Hole, MA or a mutually agreed upon location. Vessel must be available one day prior to scheduled cruise date for staging/loading of scientific equipment. Charter vessel must meet all applicable safety requirements found in applicable sections of CFR, Title 46, and other applicable U.S. Coast Guard regulatory requirements. The vessel must include crew and be of sufficient size (not to exceed 220 ft and have a draft not to exceed 18 ft when fully loaded), range, deck space and endurance to conduct operations safely and sufficiently for minimum endurance period of 10-12 days and minimum range of 1,200 nautical miles. The vessel must be capable of providing berthing for a scientific party of 5 persons, any combination of gender, and must be of sufficient area and arrangement to provide working space for the scientific party and scientific gear. The vessel must also be capable of maintaining a transit speed greater than 8.5 knots and maintaining reduced speeds of 1.5 to 2.0 knots in moderate weather conditions at any heading. Additional vessel specifications and work to be performed shall be in accordance with detailed statement of work to be provided in the solicitation. This award is intended for award under simplified acquisition procedures and is 100% set-aside for small business.
