Description
National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic & Atmospheric Research (OAR) intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) requirements type contract for a 60-month period on a sole source basis to Sippican, Inc., 7 Barnabas Road, Marion, Massachusetts 02738-1421 phone 508/748-1160. Sippican is the only known source that can meet NOAA's specific requirements. This synopsis is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. The purpose of this synopsis is to determine if any other source(s) are able to provide ALL THE ITEMS outlined herein. The award will not be divided. The solicitation number is RFQ NR-MAD000-3-00603. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North America Industry Classification System is 334519. A firm is a small business for the purpose of this requirement if it size standard is 500 employees. NOAA, OAR requires a source for the following items on a firm, fixed price basis:(1) Deep Blue Expendable Bathythermographic (XBT) Probes and (2) Fast Deep (FD) probes both of which will be required to operate in depths ranging from 0m to 760m for the XBTs and to 1,000m for the FDs from ships traveling up to 25 knots; accuracies +/- 2% of depths or 5 meters; temperature resolution of 0.015 degree C or better is required. (3) Expendable Conductivity/Temperature/Depth (XCTD) profiling probe shall collect salinity profiles to 1000 meters from ships traveling up to 12 knots; conductivity, temperature, depth resolution of 0.17mS/cm, 0.01 C, 17cm respectively; accuracies of +/-.03 mS/cm conductivity, +/-.02 C temperature, 2% depth or better. (4) MK21 Data Acquisition system is a PC mounted signal processing circuit board which serves as the interface between the expendable probes and the data storage devices aboard ship. The estimated quantities per year are: XBTs 1250 cases (12 probes per case), Fast Deep 54 cases (12 probes per case), XCTD 27 cases, and MK21 8 each. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 2000) applies. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clause cited in the clause are applicable to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I (41 U.S.C. 2538 and (U.S.C. 2402), 52.219-8, Utilization of Small Business Concerns and Small Disadvantaged Business Concerns (15 U.S.C. 637 (d)(2) and (3), 52.219-14, Limitation on Subcontracting 915 U.S.C. 637(a)(14), 52.222-26, Equal Opportunity (E.O. 11246), 52.222-35, Affirmative Action for Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), 52.222-36, Affirmative Action. for Workers with Disabilities (29 U.S.C. 793), 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), 52.225-3, Buy American Act Supplies(41 U.S.C.10) and 52.225-9, Buy American Free Trade Agreement -Israeli Trade Act- Balance of Payments Program (U.S.C. 10).
