Description
The National Oceanic and atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring Md., intends to negotiate on a noncompetitive basis with Spectra-Physics Corion Filters Company, of Franklin, MA shall manufacture and provide the Government with Filters, Anti-Reflective Window for the ASOS Ceilometer. The receiver optics is designed to focus the incoming light onto a silicon avalanche photodiode. Because only the wavelength of the transmitted pulse (904 nanometers (nm)) is needed, a filter built into the receiver circuit blocks out the majority of the extraneous signals. The photodiode converts the light signals into a small electrical current. The preamplifier in the receiver circuit converts this current into a larger voltage signal and is sampled by the A/D converter to produce a digital value. This digital value is then stored in the sample accumulator, processed and reported to the data collection package (DCP). For the Anti-Reflective Window Filter with the specific Corion P/N: 53-1931 on the VAISALA model CT12K that protects the Transmitter and Receiver boards from the element and filters potentially damaging light while allowing the CT12K to send and receive the transmitted pulse (904 nanometers (nm)). The window is optically pure white glass with an anti-reflective coating designed to proprietary specifications for frequency absorption, reflection and pass through. 16mmx14mmx1.55mm. The Government shall procure 150 Anti-Reflective Window Filter. NWS performs repair of the VAISALA model CT12K at the NWS National Reconditioning Center in Kansas City, MO. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the as stated above. A determination by the Government not to open the requirement tot competition based upon response tot his notice is solely with the discretion of the Government. Affirmative responses must be received no later than 5 calendar days after the posting of this notice.
