Description

The National Institute of Standards and Technology (NIST) intends to enter into a sole source procurement with Virginia Tech to provide services in identification of sensitivity analysis methods that can be incorporated with the CONTAM program (a multi-zone airflow and contaminant dispersal model) and the development of recommendations on how to implement these methods. Additionally, Virginia Tech will test the methods identified and recommend approaches for implementing at least one of the sensitivity analysis approaches within the CONTAM framework. This sole source procurement is justified based on the fact that Virginia Tech is uniquely qualified in the area of sensitivity analysis of indoor air quality simulation results based on their extensive work in the area of exposure analysis. Additionally, NIST is not aware of any other organization that has this unique expertise to fulfill the required tasks. The Government anticipates the award of a commercial firm-fixed price (FFP) purchase order for a twelve (12) month period of performance on or about August 4, 2003. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
