Description
This is a REQUEST FOR INFORMATION (RFI) only. This is not a solicitation, announcement for quotations, proposals or bids and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls requesting a solicitation will be accepted or acknowledged. The RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal or award a contract. The Department of Homeland Security, Bureau of Customs and Border Protection, USBP Air and Marine Operations Center is conducting market research to survey the marketplace to identify sources for an aircraft equal to or similar to a Partenavia P/68 Observer II with the following minimum requirements: Reciprocating direct drive twin engines with not less than 200 horsepower each engine; Single engine service ceiling not less than 5500 feet MSL; Cruising airspeed of at least 160 knots TAS at 75 percent power settings at 7,500 feet; Cruising endurance of not less than 5 hours at normal cruise speed with full tanks; Seats for at least 4 passengers (including copilot seat); seats to be removable for cargo-carrying capability; Minimum control speed of 65 knots; Takeoff distance to clear 50-foot obstacle not more than 1,500 feet; Must have Camera and Viewfinder Hatch; Balanced field length not more than 1,800 feet; Unrestricted forward and downward visibility equal to that provided by the Plexiglas-enclosed front fuselage of the Vucanair (Partenavia) P/68 Observer II; and has High wings. Responses to this RFI should include information as to typr of aircraft, mission equipment, operating capabilities, and price rang. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. Sources are requested to provide one copy of your response to the Department of Homeland Security, Bureau of Customs and Border Protection, USBP Air and Marine Operations Center, Attn: Cheryl Aldridge, 9C Butterfield Trail, El Paso, TX 79906. Responses are due no later than noon, July 29, 2003.
