Description
The NTSB requires the transportation, unloading and reassembly of the TWA 800 reconstruction. The TWA Flight 800 Re-Construction is currently disassembled and housed in a warehouse at Plant 7, Calverton, New York. The wreckage is stored in eighteen (18) full size tractor trailers containers and one (1) half size container. Additionally, there are seventeen freestanding oversized pieces of wreckage. The wreckage is to be transported overland by tractor-trailer and delivered to the NTSB Academy building located at 45065 Riverside Parkway, Ashburn, Virginia 20147. The delivery of the wreckage is to be coordinated so as to facilitate the appropriately staged re-assembly of the re-construction within the designated area of the Academy Laboratory building. The contractor will then reassemble the support trusses and reconstruction. The NTSB intends to negotiate a contract on a sole source basis with Wiss, Janney, Elstner Associates, Inc. (WJE), located at 330 Pfingsten Road, Northbrook, Il 60062, under the authority of 41 U.S.C.253(c)(1), as set forth in FAR 6.302-1. WJE was the company that disassembled the reconstruction and prepared it for storage and loaded it in the trailers. A sole source contract to WJE is the only way to guarantee a correct, safe and timely transport and re-assembly of the TWA Flight 800 Re-construction. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms have fifteen (15) calendar days from the date of publication of this synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities relevant to this specific project, such as Past Performance Reports demonstrating work on comparable projects. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) calendar days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. Based upon the responses received to this notice, a determination may be made by the Government not to compete this proposed effort on a full and open competitive basis that is solely within the discretion of the Government.
