- Description
- NASA/MSFC has a requirement for an effort entitled, "Science Bulletin Educational Outreach Program." This service entails providing floor space, exhibitry, and program maintenance for an educational outreach program to be used in conjunction with existing collaborative efforts between NASA/MSFC and the U. S. Space and Rocket Center (USSRC). NASA/MSFC intends to purchase the items from USSRC, Huntsville, AL, pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. The USSRC is the Official Visitor Center for NASA/MSFC. MSFC and USSRC are involved in numerous on-going efforts to be used in conjunction with the Science Program, including, but not limited to: The NASA Educator Resource Center, USSRC Educator Training Facility, Space Camp, and various student/teacher training programs. The USSRC hosts thousands of scientists, educators, business people and visitors each year and houses space-related information, exhibits and items not available anywhere else in the world. This atmosphere is most conducive to housing and maintaining the Science Bulletin exhibit, allowing the multitude of visitors and program participants to enjoy the benefits of the program. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on July 29, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
