Description
NAICS Code: 541620 Under the authority of FAR Part 6.302-1, the U.S. EPA, National Risk Management Research Laboratory intends to negotiate on a sole source basis with the Research Triangle Institute (RTI) to conduct a study of resuspension of fibers from indoor surfaces due to human activity. The contractor shall determine the relationship between asbestos concentration in carpet, and that resuspended into indoor air during human activities, i.e., walking and vacuuming. The contractor shall investigate fiber resuspension from carpeted flooring surfaces due to human activities, relate resuspension of fibers to fiber concentration present in the carpeted surface, and relate this work to current EPA and ASTM methods for determining asbestos in carpets. The contractor shall perform the following tasks: (1) Select an acceptable asbestos fiber simulant; (2) Develop/determine a methodology to deposit known quantities of the asbestos simulant on carpeted surfaces; (3) Select a representative homeowner-quality vacuum cleaner; (4) Select a real-time aerosol spectrometer and an integrated filter air sampling methodology (Nuclepore-based) to monitor total fiber emissions and emissions at 3 vertical heights; (5) Monitor air concentrations of fibers at three heights while walking on and vacuuming seeded, carpeted surfaces; (6) Determine concentration of simulant fibers in carpeted surface; (7) Relate emission factors for fibers to current ASTM and EPA methods, and; (8) Prepare and deliver a quality management/quality assurance project plan and a final report. This notice is not a request for quotations. EPA source research indicates RTI is uniquely qualified to provided this study based on the fact it will have performed the formative work and has the experience and knowledge critical to successfully complete this project while maintaining poject continutity and data integrity. RTI has a unique laboratory in which it studies asbestos fibers and which is standard for all other asbestos laboratories in the United States. RTI's indoor air/aerosols group overlaps with the asbestos group and is trained and experienced in the area or fiber resuspension, particle resuspension, and mitigation of resuspended particles. As asbestos and indoor air/aerosols are the two areas of expertise critical to this project, as RTI has both groups in house, as it will already have performed the formative work for this study and, as it is critical that continutiy and data integrity be maintained, RTI is the only responsible source capable of meeting the Agency's requirements. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541620. The anticipated award date is 8/11/03. See Numbered Note 26.
