Description
The JTRS-M/F Program Office has established a website, called the ?JTRS-M/F Industry Information Virtual Program Office? (JTRS-M/F II VPO), for exchanging information with potential JTRS-M/F offerors and interested Industry organizations. Information that will be posted onto this website will include O Draft and Final versions of the Cluster 3 Request for Proposal O Draft and Final versions of the Cluster 3 System Specification O Industry Day #3 presentations O Information for obtaining pertinent standards and specifications Draft versions of the Cluster 3 RFP and System Specification as well as the Industry Day #3 presentations are currently posted on the JTRS-M/F II VPO. All interested parties must register for access to the JTRS-M/F II VPO by going to www.vpo.spawar.navy.mil. This will take the interested party to the SPAWAR VPO Homepage. At the SPAWAR VPO Homepage, the following actions are needed to request access to the JTRS-M/F II VPO site. 1. Click on ?Account Admin? 2. At the Account Administration page, click on ?Option 1? or ?Option 2? as appropriate. 3. If ?Option 1? is chosen, click on ?Continue? after reading the instructions on the ?How to register for the VPO? page. 4. Follow instructions on subsequent pages as required. Once all the registration information has been provided and the JTRS-M/F II VPO is selected as the desired VPO, the system will process the request. A Cluster 3 representative will then complete the registration process by approving or disapproving the request. Interested parties can access additional information regarding the SPAWAR VPO sites by clicking on ?VPO FAQs? or ?VPO Demo? at the SPAWAR VPO Homepage. At this time, the Cluster 3 Program Office does not intend to have further Industry One-on-One discussions before the Cluster 3 Request for Proposal release. This includes Networking One-on-One discussions that were proposed during the June 2003 Industry Day. Upon further consideration, the Cluster 3 Program Office has decided to not hold these Networking One-on-One sessions. The Cluster 3 Program Office does, however, desire to continue sharing and exchanging information with Industry. Instead of verbal exchanges and One-on-One meetings with Industry representatives and potential Cluster 3 offerors, the Cluster 3 Program Office will utilize the JTRS-M/F II VPO to facilitate an open interchange of information between the Government and Industry. The Cluster 3 Program Office requests all Industry comments, concerns, and questions be provided in writing to Mark Lopez, the JTRS-M/F Procurement Contracting Officer (PCO), by mail at Commander, Space and Naval Warfare Systems Command, 4301 Pacific Highway, San Diego, CA 92110-3127, Attn: Mark Lopez, Code 02-33 or by e-mail at mark.lopez@navy.mil . All written inquiries to the Cluster 3 Program Office marked as ?Proprietary? will be given due regard (that is, the Cluster 3 Program Office will respond back to only the corporation making the inquiry. If a question or comment is marked proprietary, and the answer to that question or comment is pertinent to the preparation of proposals, the government will provide a ?sanitized? answer to all of industry, that is, the answer will have all ?proprietary? information appropriately removed ). Cluster 3 Program Office responses to all written inquiries marked ?Non-proprietary? will be posted on the JTRS-M/F II VPO. Written inquiries to the Cluster 3 Program Office that are not marked ?Proprietary? or ?Non-Proprietary? will be treated as non-proprietary information. (when there are no markings, the assumption is always non-proprietary) If a potential offeror feels the need for a verbal information exchange with the Cluster 3 Program Office, this exchange must be coordinated through the Cluster 3 PCO at commercial telephone (619) 524-7168. All inquiries to the Cluster 3 Program Office will be redirected to the Mr. Lopez. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The anticipated release date of the official JTRS-M/F Cluster 3 Request for Proposals is in the summer 2003, with contract award anticipated for first quarter calendar year 2004. The Government will not pay for any materials provided in response to this announcement and submittals will not be returned to the sender. (end)
