Description
Ocean Observations SOLICIT IMMEDIATE AND NEAR TERM INNOVATIVE SOLUTIONS FOR DESIGN AND DEVELOPMENT OF THE JOINT NAVY/NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA= ) INTEGRATED OCEAN OBSERVATION SYSTEM DEMONSTRATION PROJECT. INTRODUCTION The Space and Naval Warfare Systems Command (SPAWAR) announces competit= ion for the Joint Navy/National Oceanic and Atmospheric Administration (NOAA) Integrated Ocean Observation System (IOOS) Capabilities Demonstration Project. II. GENERAL INFORMATION SPAWAR expects to make one or more awards addressing two requisite applications. All awards will be based on technical merit competition.= SPAWAR reserves the right to award each concept separately or in any combinati= on and in total. The contract will be awarded in FY 2004 with an initial performance period of twelve months, with one 12-month extension Award Term Option (ATO) that will be based on a successful review of Year-1 performance. (See attached Award Term Plan) III. REQUIREMENTS FOR TECHNICAL PAPERS The proposal submission process is in two stages. Technical papers are= sought from prospective offerors addressing requisite applications and will be= evaluated based on technical merit. Then selected offerors will be inv= ited to submit detailed technical description that will be incorporated in the government?s Statement of Work (SOW) and detailed Cost Proposal within = 30 calendar days of notification by the Contracting Officer. The Governmen= t reserves the right to request a proposal based on any, all, part of, or= none of the technical papers. A. Technical papers should be no longer than 15 typed pages all-inclus= ive (5-pages include cover page, past experience, resumes, cost estimate, a= nd any graphics; 10-pages for technical) and should outline: (1) proposed objectives and approach; (2) expected outcome and impact; (3) preliminary schedule= ; (4) identification of risks; (5) description of qualifications and availabi= lity of principal investigator to conduct the proposed research and development= and any other key researchers; (6) provide relevant past experience of no more = than 5 contracts (Government or Commercial) within the last 5 years; and (7) estimated not to exceed costs, by concept and in total. A page is defined as 8 =BD= x 11-inch paper, single sided, one-inch margins, and a typeface of 10-pit= ch. Technical papers must be submitted electronically and wholly received b= y the Government by 10:00 a.m. PST on 22 August 2003 and should be unclassifi= ed. Technical papers will be evaluated against criteria listed in Section V= . Any administrative and technical questions may be addressed to Heidi Radaford at heidi.radaford@navy.mil. B. Upon favorable notification SPAWAR requests a complete technical description, which will be incorporated in the Government SOW and Cost Proposal. C. Cost: The financial portion of the proposal should contain cost estimates sufficiently detailed for meaningful evaluation, including cost details= for proposed subcontractors. For budget purposes, use an award start date = of 15 October 2003. The cost proposal must include the total cost of the proj= ect by work breakout structure (WBS), and breakdown of the amounts to reflect = the schedule/period of performance provided from the technical paper. Elem= ents should include: 1. Proposed skill mix for direct labor cost. 2. Estimate of material and operating costs. 3. Costs of equipment, based on most recent quotations and broken down = in sufficient detail for evaluation. 4. Travel costs and time, and the relevance to stated research and development objectives. 5. Publication and report costs. 6. Subcontract costs and type (portion of work to be subcontracted and rationale) 6.a. Consultant fees (indicating daily or hourly rate) and travel expen= ses; include a description of the nature of a need for any consultant?s participation. 7. Overhead rates. 8. Other direct costs. Certifications: Proposals should have Representations and Certificatio= ns completed; see attachment. IV. SUBMISSION OF ELECTRONIC PROPOSALS (a) Offerors shall submit their proposals electronically to SPAWAR unde= r the instructions contained in this provision. Offerors shall submit their signed proposals as either scanned (?TIFF?) or ?PDF? documents except for the = cost proposal, which shall be an MS Excel document. Electronic copies shall= be submitted via the SPAWAR E-Commerce Central (SPAWAR E-CC). Offerors submitting electronic proposals (e-Proposals) shall register in the SPA= WAR E-CC and select their own password in order to submit a proposal. Offerors = are required to read the ?Submitting a Proposal?? web page found in the SPA= WAR E-CC. For information about ?e-Proposal? submission, please visit the SPAWAR E-CC. The URL for the SPAWAR E-Commerce Central is https://e-commerce.spawar.navy.mil. (b) Each electronic file shall also be clearly marked to show the propo= sal volume number, solicitation number and offeror?s name. E-Proposal file= s shall not contain classified data. The offeror?s e-proposal shall be in accordance with the requirements set forth below: (1) Adobe Acrobat version 4.01 or greater shall be used to create the ?= PDF? files, EXCEPT FOR COST PROPOSALS WHICH WILL BE AN MS EXCEL DOCUMENT. (2) The proposal submission files may be compressed (zipped) into one, self-extracting file entitled ?PROPOSAL.EXE? using WinZip version 6.3 o= r greater. (3) Cost or Pricing Type Data: All information relating to cost and pricing type data shall be included only in the section of the proposal designa= ted by the Contracting Officer as the Cost Proposal. Under no circumstances s= hall cost and pricing type data be included elsewhere in the proposal. Paragraph cross-referencing between Cost Proposal paragraphs and technical/manage= ment proposal paragraphs is requested to provide clarity. Cost or Pricing D= ata shall be an ?XLS? (MS Excel) document. (c) Bids and proposals submitted electronically will be considered ?lat= e? unless the bidder or offeror completes the entire transmission of the b= id or proposal prior to the due date and time for receipt of bids or proposal= s. This paragraph (c) supplements the submission, modification and withdrawal o= f bids and proposals coverage in the FAR 52.212-1 ?Instructions to Offerors--Commercial Items?, FAR 52.214-7 ?Late Submissions, Modificati= ons, and Withdrawals of Bids?, FAR 52.214-23 ?Late Submissions, Modifications, Revisions, and Withdrawals of Technical Proposals under Two-Step Sealed= Bidding?, or the FAR 52.215-1 ?Instructions to Offerors--Competitive Acquisition? provision contained in the solicitation. V. EVALUATION CRITERIA The evaluation criteria, of equal weight, are: (A) Scientific and technical merits of the proposed engineering and development research; (B) Relevance and potential contributions of the proposed effort to the= mission; (C) Capabilities, related past experience, facilities, techniques or un= ique combinations of these which are integral factors for achieving the prop= osal objectives; (D) Qualifications and availability of the principal investigator and o= ther key personnel; (E) Integration approach to Joint NOAA/Navy Data Management; and (F) Cost reasonableness. VI. AWARDS SPAWAR reserves the right to fund all, some, or none of the technical papers received. SPAWAR provides no funding for direct reimbursement of techn= ical paper development costs. The Government reserves the right to request a Technical Description an= d cost proposal based on any, all, part of, or none of the technical papers. U= pon favorable notification the Offeror(s) will be invited to submit a compl= ete technical description and detailed cost proposal within 30 calendar day= s of notification by the Contracting Officer. Such notification will confirm= that the offeror's technical paper addresses concept. No debriefings of technical papers will occur. VII. DESCRIPTION The Space and Naval Warfare Systems Command (SPAWAR) is soliciting whit= e papers for innovative research and development support for the Joint Navy / National Oceanic and Atmospheric Administration (NOAA) data management capabilit= y demonstration project. This project is in direct support to the Integr= ated Ocean Observing System (IOOS) chartered under the auspices of the Natio= nal Oceanographic Research leadership Council (NORLC). Current Federal inventory elements exist as candidates to contribute to an eventual IOOS, however= , there is no meaningful interagency demonstration that brings these components= together in an integrated, operational capabilities evaluation. The U.S= . Navy and NOAA share many common oceanographic observational and data managem= ent capabilities and user service requirements. This BAA seeks an integrate= d, joint Navy-NOAA data management capabilities demonstration. In effect the goa= l is to achieve interoperability among the pre-existing, heterogeneous systems = to provide enhanced and more efficient operational oceanographic data and information service, which is integral to the success of IOOS. VIII. REQUISITE APPLICATIONS SPAWAR is interested in receiving a white paper from each offeror, cove= ring one or both requisite applications for any of the following: 1. When and where (outside of the US Exclusive Economic Zone) will oceanographic conditions (currents, waves, biofouling potential, etc.) indicate a hindrance to Sea Basing as defined by the Naval Transformational Road= map ? Power and Access?From the Sea? (Navy) 2. When and where should ship traffic be routed to avoid potential interactions with protected marine resources? (NOAA)
