- The JTRS-M/F (aka Cluster 3) Program Office has established a website, called the ?JTRS-M/F Industry Information Virtual Program Office? (JTRS-M/F II VPO), for exchanging information with potential JTRS-M/F offerors and interested Industry organizations. Details for gaining access to this collaborative workspace has been provided in a separate announcement. Please refer to it for registering for the JTRS-M/F II VPO. The JTRS-M/F II VPO is located at https://vpo.spawar.navy.mil. Posted on the JTRS-M/F Industry Information VPO is the Draft Cluster 3 Statement of Work (SOW). The purpose of this CBD announcement is to invite potential offerors to comment on the content of the Draft Cluster 3 SOW. Specifically, the Cluster 3 Program Office is interested in knowing which portions of the Draft Cluster 3 SOW are unclear (and therefore requires further clarification) or raises questions/concerns. Once logged into the JTRS-M/F Industry Information VPO site, the Draft Cluster 3 SOW can be found by 1. clicking on the folder icon next to ?Doc Library? 2. clicking on the words ?View by Category? 3. clicking on the folder icon next to ?RFP? 4. clicking on the words ?Draft SOW? 5. clicking on the words ?Cluster 3 SOW 10 July 03.pdf? All individuals accessing this document are reminded to please comply with the distribution statements on the document. The Cluster 3 Program Office requests that all comments, questions, and concerns be provided in writing by 1600 EDT on 8 August 2003 to Mark Lopez, the JTRS-M/F Procurement Contracting Officer (PCO), by mail at Commander, Space and Naval Warfare Systems Command, 4301 Pacific Highway, San Diego, CA 92110-3127, Attn: Mark Lopez, Code 02-33 or by e-mail at mark.lopez@navy.mil. A SOW Comment Matrix (in MS Excel format) is provided within the RFP folder for submitting Industry comments. All written inquiries to the Cluster 3 Program Office marked as ?Proprietary? will be given due regard. For all questions or comments pertinent to the preparation of proposals, however, the Government reserves the right to post the Cluster 3 response after properly sanitizing the answer by removing all proprietary information. Cluster 3 Program Office responses to all written inquiries marked ?Non-proprietary? will be posted on the JTRS-M/F II VPO. Written inquiries to the Cluster 3 Program Office that are not marked ?Proprietary? or ?Non-Proprietary? will be treated as non-proprietary information. At this time, the Cluster 3 Program Office does not intend to have verbal exchanges regarding the Draft Cluster 3 SOW. If a potential offeror feels the need for a verbal information exchange with the Cluster 3 Program Office, this exchange must be coordinated through the Cluster 3 PCO at commercial telephone (619) 524-7168. All inquiries to the Cluster 3 Program Office will be redirected to the Mr. Lopez. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The anticipated release date of the official JTRS-M/F Cluster 3 Request for Proposals is in the summer 2003, with contract award anticipated for first quarter calendar year 2004. The Government will not pay for any materials provided in response to this announcement and submittals will not be returned to the sender. (end)
