Description
THIS IS A SOLE SOURCE REQUIREMENT The Naval Air Warfare Center Weapons Division, China Lake intends to procure on an other than full and open basis an increase to the maximum quantity of units orderable on the contract to support the fabrication of up to 20 additional CLUSTER POINTER systems. Each CLUSTER POINTER system contains 3 of the Power PC computer boards, 3 VX Works boot proms, 2 RACEway interface modules, and 2 VSIPL software licenses. The purpose of the proposed action is to add 60 sets of Power PC computer boards, CLIN 0001; 60 VX Works boot proms, CLIN 0002; 40 RACEway interface modules CLIN 0004; and 40 VSIPL software licenses, CLIN 0006; to the basic contract, N68936-02-D-0039. This brings the number of units that can be ordered under the existing IDIQ to a new total of 120 sets of Power PC computer boards, CLIN 0001; 120 VX Works boot proms, CLIN 0002; 80 RACEway interface modules, CLIN 0004; and 80 VSIPL software licenses, CLIN 0006, in order to support fabrication, testing, evaluation, and support activities through FY07. The initial pair of CLUSTER POINTER systems is currently being field-tested and this procurement includes repair/replacements for those units. The required specifications are detailed in the original contract. The estimated value of this contract modification is approximately $370,000 for the increased quantities. This requirement does not call for more than the Government's minimum need and is tailored to adequately support the signal intercept and processing system (CLUSTER POINTER). Per NAPS 5206.303-2, a review of requirements and screening of spares and repair parts was performed. Since awarding the initial contract to Synergy Microsystems in September of 2002, the Government has invested nearly 8 man-months of software development and software/hardware integration testing in order to re-host the previously developed CLUSTER POINTER signal processing software onto the new Synergy Microsystems Power PC computer boards. There are currently 18 CLUSTER POINTER systems either delivered or being fabricated and prepared for delivery to the fleet for evaluation. It is essential that these new items be identical to the equipment in the existing CLUSTER POINTER systems in order to provide for interoperability and interchangeability of the initial systems with the additional fabricated systems during test, as well as for common logistics support of all of the systems. It has been determined that no other manufacturers make suitable units based on market research. The deadline for submission of responses to this announcement is 28 July 2003. No solicitation will be issued. Award will be issued under the authority of FAR 6.302-1 ? Only One Responsible Source and No Other Supplies or services may submit a proposal that shall be considered by the agency. All responses to this announcement, other than from the source listed, will be required to submit information to verify their proposed equipment will meet the requirements.
